Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Responsible for supervising the strategic and long range planning for the programming, design, development and disposition of properties and facilities, including buildings, infrastructure and landscape projects; research, collect and analyze planning data to develop planning policies and procedures, project planning, design and program guidelines; compliance with environmental planning regulations and architectural design review.

Department Custom Scope
Under the direction of the Campus Architect/ AVC, the Assistant Director of Campus Planning supervises and manages the work assignments of professional campus planning staff, including capital, physical, and environmental planning, and also works closely with the other departments within Planning, Design, & Construction. Also leads planning efforts, and oversees consultant teams for a variety of programmatic and physical planning studies and activities to support campus planning objectives, as well as evaluating and analyzing data related to programmatic, physical and environmental planning issues to develop options for physical development. This position advises the Campus Architect/AVC in assessing and prioritizing campus capital needs and responding to directives related to the capital program. Provide staff support and technical expertise for committees related to physical and environmental planning issues. Representing the unit as needed on campus, university-wide and external agency settings, and City of Riverside, as appropriate.

Key Responsibilities

Supervises the work of the department.
  • Holds regular individual meetings with each staff member to establish tasks and goals, monitor progress on assignments, provide mentorship and assistance, and engage senior management and campus leadership on behalf of staff. Performs ongoing monitoring of staff workloads and balancing assignments as needed to effectively utilize staff time and talent. Constantly monitors and assesses timeliness and quality of work product; appropriate communications with other campus units in support of completing assignments. Evaluates personnel to ensure the effective and efficient operation of the unit. Advises Campus Architect/AVC on quantity and quality of department workload to assist in decisions related to hiring and performance management. Provides administrative oversight for Campus Planning, with emphasis on overall project management and coordination as well as daily operations, functions, and ensuring that project progress and completion meets approved cost, schedule and program expectations. Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. Participates in the creation, maintenance and reporting of planning processes.
  • Ensure project consistency with the campus planning framework including the Long Range Development Plan, Physical Design Framework, Strategic Plan, and Capital Financial Plan, and Campus Design Guidelines. Apply advance planning concepts in planning, organizing, supervising and/or perform high level planning services, and/or oversee staff engaged in building program and criteria development, physical, environmental, and community planning projects. Facilitates and/or leads campus wide groups for the effective development and implementation of planning strategies concerning both capital and physical planning. Makes presentations, facilitates meetings, and moderates discussions as needed. Leads, or assigns staff, to participate in project work groups to formulate capital development proposals.

  • Oversees the management of projects within the purview of the Campus Planning unit, including capital planning, physical planning, and environmental planning. Assists in ensuring project consistency with campus planning framework. Applies advanced planning concepts in planning, organizing, supervising and/or preforming high level planning services, and/or oversees staff engaged in building program and criteria development, physical, environmental, and community planning projects.

Represents the department to the community.
  • As needed serve as campus representative of Capital Planning in meetings and communications with campus stakeholders, to campus leadership, to external consultants, and the Office of the President and City of Riverside.

  • Implements planning strategies to ensure effective participation of all levels of management in long-range planning and policy development. Manages mobilization, pre-planning, and programming phase of major capital projects. Serves as, or assigns campus and/or physical planner to projects. Advises on and facilitate development of initial project vision and goals, and functional space program and/or Basis of Design documents.
