Generic Scope
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Department Custom Scope
The Senior Systems Manager will provide IT guidance and management for Auxiliary Systems (AS) with a heavy emphasis on Housing (StarRez, TMA, Velocity) and Dining & Hospitality Services (FoodPro, Transact POS) systems but will also work with programs utilized by Transportation Services (T2), Campus Business Services (Transact, ServiceNow) and Early Childhood Services along with campus backbone programs such as Banner and Blackboard. Establishes the vision for technology and systems solutions for the organization, including reviewing all hardware and software investments and making on-going recommendations; will be responsible for gaining individual and collective unit awareness to ensure departmental objectives are met. Directly supervises Housing and Dining data system administrators/analysts and other program/tech support. Remains abreast of industry trends and emerging solutions for Auxiliary-type operations to ensure the appropriate use of systems and presents ideas to team leaders to meet strategic goals. Works across University functions to enhance a Business Systems culture that fosters communication, collaboration, integration, automation, continuous development and improvement. Establishes how the Business Systems team functions, supports and integrates with AS internal as well as campus external activities; closely partners with campus Information Technology Solutions (ITS) and serves as the primary AS representative for the AS/ITS MOU. Is expected to create Business Systems practice and implement strategies to develop standard operating procedures (SOP's), auditing, and compliance of all systems used to ensure efficiency, accuracy, and the proper operational leverage of all systems. Establishes and recommends changes to policies which affect the overall AS organization to improve testing and analysis processes. Administers campus policies that directly affect the team and their assignments. Has oversight for the development of training and cross training programs for direct and indirect staff on systems to ensure continuity of service, and operations of all systems. Determine needs for emergencies that may affect organizational systems/business and expected to provide response and support.

Provides direction to employees following established campus, medical center or Office of the President policies and management guidance to develop methods and procedures on new analysis projects.
  • Directs the work of the Business Systems team for accountability and stewardship of university resources (operational, financial, and human) in a manner consistent with campus and systemwide objectives and initiatives. Ensures departmental compliance with university protocols, works collaboratively with UCR Information Technology Solutions (ITS) and the Portfolio Management Office (PMO), provides direction to staff and operators on system utilization. Develops strategies on staff development, training and policy compliance at the organization, campus and UCOP levels. Remains aware of trends and technology solutions/upgrades; sets organizational vision for the use for current systems, opportunities, and new systems/solutions.

  • Gains end user buy in through on-going discussions, training and works in a collaborative manner to achieve results. Seeks to understand business needs throughout Auxiliary Services in order to recommend proper system solutions and utilization. Provides frequent feedback and auditing of system use, and provides correction and re-training as needed. Provides frequent updates and presentations to department leaders to track progress on goals, projects, and deliverables. Interacts with peer managers across the organization. Works collaboratively with multiple department heads, and other auxiliary departments, to ensure continuity and consistency in how systems are used.

Manages, through subordinate supervisors, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.
  • Sets vision and expectations for direct reports to ensure they achieve desired results through coordinated daily and weekly activities. Develops professional development opportunities for staff to ensure cross training and growth. Enhances processes and technology that allow for more frequent and incremental releases of products and services. Reviews technologies that automate the validation of software prior to deployment, which includes automated unit testing, functional testing and performance testing. Evaluates technologies that manage native and cloud-based IT infrastructure and help foster the concepts of Infrastructure as a Service, Software as a Service and Platform as a Service. Enhances processes that enable collaboration and exchange of information for functions supporting the development and deployment of University products and services. Supports and works with Auxiliary Services units to manage changes to products and services for new and existing customers. Helps evaluate the impact of requested changes and manage the deployment in various product and service environments.

Manages and delegates business analysis assignments.
  • Sets vision for useful reporting for operators to successfully manage and analyze business needs and financial impacts. Creates and implements business tools, such as dashboards, for operators to easily access key business data. Seeks information and gains department knowledge in order to develop and recommend systems solutions to drive business analyses assignments. Reviews work of analysts to measure meeting of department objectives. Ensures regular and appropriate reporting is produced and monitored to measure effectiveness and appropriate utilization of both the systems used and the analysts' work.

Holds primary oversight for Auxiliary Services of the ITS/AS MOU; ensures terms are being met, metrics and reports are provided in a timely manner. In partnership with organizational leadership, determines PMO project priority and ensures ITS meets expectations. Recommends updates and terms including budget, staffing and timelines.

Serves on Auxiliary Services emergency response team; establishes processes to minimize business down time in case of service interruption and assists with continuity planning for organization.

Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
