Working independently under general supervision using professional Registrar student record based concepts, applies a level of breadth and depth with student record and service delivery practices, policies, and regulations.

Department Custom Scope
Operating as a member of the Office of the Registrar, the Residency and Fee Coordinator works with federal, state, and UC regulations, including the UC Residency Policy and Guidelines. The incumbent provides excellent customer service to students, parents, alumni, and staff with responsibilities that include: 1) determining residency for tuition purposes by exercising independent evaluation and authority for all student classifications. This includes engaging with other UC campuses and the Office of General Council related to policy and procedure interpretations and changes; 2) conducting quarterly fee testing and serving as the expert point of contact for fee adjustments and problem resolution in coordination with Student Business Services and Financial Aid; 3) coordinating the appeals process for tuition and fees refunds and retroactive residency determinations; 4) assisting with the maintenance of academic records processing and verification requests; and 5) using appropriate research and independent judgment when responding to student inquires related to residency, fees, withdrawals, refunds, academic dismissals, verification and other records issues.

Key Responsibilities

Interprets regulations and develops or recommends procedures to ensure compliance and accurate student record maintenance and services. Reconciles large volumes of student data from multiple sources. Identifies and resolves mismatches and errors.
  • Serves as the single Residency Deputy in the application of CA laws and UC regulations pertaining to residency for tuition purposes. Engages with other UC campuses and the Office of General Council related to residency policy and procedure interpretations and changes. Ensures revised or new policies are implemented appropriately at UCR. Serves as the campus resource expert on residency matters. Serves as the expert and point of contact for tuition and fee questions for the campus.

Analyzes a variety of student record factors and applies working knowledge of federal, state, University, and outside agency laws, regulations, and policies to determine student record outcomes.
  • Uses appropriate research and independent judgment when responding to student inquires related to residency, fees, withdrawals, refunds, academic dismissals, verification and other records issues. Coordinates appeals process for refunds. Analyzes residency problems and provides assistance and instructions to those students wishing to submit written appeals of residency to the Office of General Council.

Coordinates with campus departments, other UC campuses, and external agencies to implement and evaluate student-focused activities, programs, and services.
  • Responds to pending National Student Clearinghouse enrollment verifications.

Recommends new or revised internal practices and procedures.
  • As the subject matter expert, maintains an eye towards efficiency and improvement, develops process improvement plans. Initiate and engage in a discussion to determine the feasibility of the plan and potential implementation strategies and makes recommendations to the Assistant Registrar.

Advises departments on existing student record procedures, resources, and options available.

Participates in decision-making and testing process regarding the development and maintenance of student record systems.
  • As the subject matter expert, implement a test plan to ensure any enhancements or upgrades do not negatively impact the functionality of the campus for residency for tuition purposes, fees, or withdrawals, including the Statement of Legal Residence (SLR). Conducts quarterly testing for tuition and fee assessment including documentation to ensure audit compliance; reports any errors to appropriate staff and ensures completion.

Develops and implements registrar core functions such as classroom and course scheduling, degree audits, transcript activities, residency, grading etc.
  • Makes adjustments as appropriate for withdrawals, part-time fee waivers, and academic dismissals.

Identifies and implements database elements, queries, and reports needed to monitor programs.
  • Identify, mitigate and report any issues experienced by providing documentation for management and computing to review. Explores, tests, and makes recommendations to the Assistant Registrar regarding new functionality offered and any reports needed to audit and ensure the quality of student data.
