Applies managerial skills and inspection experience to coordinate department operations. Provides guidance to subordinates to achieve goals and objectives in accordance with established policies. Participates in the development and implementation of new standards, policies, procedures, and quality improvement programs. Ensures adherence to budgets, schedules, work plans, and performance requirements.

Department Custom Scope
Under the direction of the Associate Vice Chancellor/Campus Architect, the Campus Building Official (CBO) serves in the role of Authority Having Jurisdiction; oversees and provides plan, review, and permitting services and oversees Inspector of Record (IOR) services for new construction, renovation projects, repair projects, and maintenance projects for all UC Riverside owned and leased buildings and structures. Ensures that all construction projects comply with Title 24 and all applicable local, state, and federal regulations, UCR Campus Construction Standards, as well as all construction standards mandated by the UCOP Facilities Manual, by all appropriate reviews and inspection as required therein; provide responsible management and administration of the functional building department, interpretation of code requirements, and direction of the code process. This includes close coordination of services with Campus Fire Marshal, as appropriate. For projects located on non-UC-owned property, this position coordinates with other agencies that may share authority to ensure compliance with those agencies requirements as well as those of UC Riverside. Identifies and procures all augmentation for additional as needed/on-call, contract consultants, IOR, and/or special inspection services as needed and as required by the California Building Standards Code (Title 24). Leads, guides, and provides support to Plan Review Manager, Permit Program Manager, and Senior Construction Inspectors (Inspectors Of Record-IOR). Advises Associate Vice Chancellor/Campus Architect, UCR Project Managers, Planners, and project teams on Campus Building Permit Program process, code compliance, construction, quality assurance and inspection issues. Key Responsibilities

Manages department activities and prioritizes projects to meet department needs. Ensures compliance with administrative regulations, policies and procedures. Coordinates inspections required by CCR Title 24. Advises subordinate inspectors on complex, technical issues.
  • Oversees and provides comprehensive inspection services on wide variety of construction projects ranging from tenant improvements, maintenance and repair projects, through complex new construction and infrastructure replacement projects and provides expert level inspections within technical areas of expertise such as electrical, plumbing, mechanical, access compliance, and infrastructure. Identifies and procures all augmentation for additional as needed/on-call contract consultants, IOR, and/or special inspection services as needed and as required by the California Building Standards Code (Title 24). Works with IORs to provide quality control reviews of construction documents, related field review submittals to ensure completeness and accuracy and compliance with code and campus construction standards. Directs Plan Review Manager, Permit Program Manager and IORs, as well as contract construction inspectors; establishes and communicates expectations and provides technical advice and building code interpretation in order to resolve complex problems.

Assists with development and implementation of policies, processes and resolves procedural problems. Coordinates department and campus programs.
  • Consults and collaborates with PD&C Project Managers, Campus Planners, and Facilities Services. Provides technical expertise and code interpretation to drive progressive and innovative solutions to project challenges. Participates in and coordinates training for Post-Earthquake evaluations of campus buildings.

Consults with contractors, subcontractors, functional peer group managers, and outside agencies.
  • Coordinates, collaborates, and supports inspections with State and Local agencies, and designated Campus Fire Marshal. Provides proactive resolution to code problems. Consults on issues with contractors and interprets building codes. For projects located on non-UC-owned property, coordinates with other agencies that may share authority to ensure compliance with those agencies requirements as well as those of UC Riverside.

Collaborates with senior management on project planning, proposals, and policy formulation.
  • Advises Associate Vice Chancellor/Campus Architect, Project Management, Campus Planning, and project teams on Campus Building Permit Program process, code compliance, construction, and inspection issues. Serves as key advisor to the Campus Architect and contributor to those developing campus standards and design guidelines to improve the quality of UCR's buildings. Represents department and senior leadership at internal meetings, on work groups and committees, as appropriate.

Manages inspection process to ensure compliance with plans, specifications, contracts, rules, regulations and laws in all new construction, building expansion, renovation, and redesign projects.
  • Provides or oversees expert inspection of buildings and their related components, reviews and inspects or oversees inspection of infrastructure connections to those buildings, including but not limited to, high pressure steam lines, domestic and fire water mains, medium and high-pressure gas lines, sanitary sewer lines, storm drains, and duct banks for various electrical installations, high voltage campus wide distribution systems, and voice and data, including fiber optics. Act as technical expert and promote uniform interpretation of the code and consistency in the plan approval and site inspection process.

Tracks and reports on plan check process, permits and project schedules. Prepares department statistical reports.

Performs administrative management duties and responsibilities. Applies human resources management skills in staff selection, training, productivity and evaluation. Fosters collaboration and promotes the timely achievement of objectives. Participates in budget preparation and administration. Monitors and controls expenditures. Prepares cost estimates and justifications for proposed expenditures.

Work closely with the Campus Fire Marshal to coordinate the plan review and permit process to ensure standards for Fire and Life Safety are consistently applied, and on the issuance of a Certificate of Occupancy, Beneficial Occupancy, and Temporary Occupancy in accordance with the contract documents and permit requirements.

Manage the Plan Review and Permit services for Building & Safety. Oversees and Provides plan review for all plans and specifications for all projects, including meeting and discussing findings, and working towards resolution with appropriate design professionals as required with clear documentation provided to the Project Managers and associated departments and campus leadership, Issues building permits.
