Custom Scope
Uses advanced professional HR concepts to provide guidance to all levels within the organization, utilizing specialized human resources expertise within area of responsibility to resolve highly complex issues. Normally receives little direction on assignments. May serve in a lead capacity, providing guidance to other human resources professionals.

Department Custom Scope
Serving as a member of the Financial and Administrative Services Team (FAST) leadership, the HR Business Partner provides a full range of human resource functions associated with the multiple departments within the FAST portfolio of Enrollment Services, Internationals Affairs, Undergraduate Education, and University Honors. This position reports to the Chief Financial & Administrative Officer (CFAO) and is responsible for a variety of human resources duties in support of organizational management. Responsible for complex human resources and administrative processes in support of career, limited, contract, academic, students, and volunteers. Responsible for recommending, implementing, administering, coordinating, and evaluating HR policies, programs, and procedures including the following: recruitment, compensation and classification, employee and labor relations, benefits, leave administration, training, and development. Collaborates and coordinates with Central Human Resources, Shared Services Centers, and other centralized university units in the delivery of HR services.

Conducts highly complex and varied analyses of issues or concepts and develops resulting recommendations employing political acumen and integrating information to determine appropriate courses of action and their implications.
  • In consultation with the CFAO, develops internal guidelines, policies and procedures related to HR programs such as performance management, merit, Staff Appreciation & Recognition (STAR) awards, training and development, leave management, recruitment, etc. Recommends strategies for fair and inclusive hiring, equitable reclassifications, and minimizing employee turnover within the unit.

As technical leader provides guidance to managers and supervisors on compensation programs, personnel policies and procedures.
  • Reviews and analyzes requests for classification, equity, and retention actions and provides consultation and recommendations. Ensures compliance with UC policy, campus local procedures, organizational unit procedures, state/federal laws, and governing regulatory agencies. Coordinates the staff merit wage implementations and ensures the accurate and timely completion of required personnel and labor relations actions.

Works with client groups on highly complex re-organizations and staffing objectives to assist in meeting business objectives.
  • Performs organizational unit level analysis in connection with position reviews e.g., proposed reclassifications, promotions, equity adjustments, etc. and as related to reorganizations and recruitments. Initiates position review actions and consults with Central HR to bring actions to closure. Define and implement processes to manage complex personnel actions for career and limited staff members.

Provides support to units or departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR.
  • Provides support to staff, supervisors, and directors in administering policies and programs. Participates in the development and monitoring of policies and procedures. Recommends, develops, implements and/or evaluates the organizational design and human resources programs and services. Provides vision to administer efficient and effective operations through engagement in strategic planning, team leadership, assessment, and continuous improvement.

Provides formal supervision to 2 (FTE) HR staff (hire, determine performance ratings, determine wage and increases, determines promotability, formulates and resolves complaints as allowable within policy).

Applies advanced HR concepts to counsel senior managers on HR issues, employee and labor policies, procedures, and appropriate practices.
  • Provides guidance for staff and academic employees, including ensuring consistent and accurate interpretation and application of policies and procedures; and advising and assisting leadership and supervisors. Serves as primary liaison with central HR and Employee and Labor Relations, including as the primary liaison with the APO regarding academic appointments. In collaboration with campus labor relations, manages and resolves requests for information, grievances, required notices, etc. regarding academic and staff employees.

Counsels employees concerning sensitive and difficult to resolve work-related problems and recommends to senior management systemic remedies such as training, and/or changes to organizational practices and procedures.
  • Prepares and manages separation documentation and logistics to include the release of probationary period employees. Works in consultation with Employee and Labor Relations and other Central HR units.

  • Ensures FAST leadership team is up to date on all related policy changes and procedures as well as new personnel programs on campus.

Regularly serves on the organization-wide HR committees to counsel on new HR initiatives and to help determine appropriate organization HR strategies, policies, and practices.
