Department Custom Scope
Reporting to Executive Director of Financial Planning & Analysis (FP&A), the Project Policy Analyst will provide a range of duties and functions for the Office of Financial Planning & Analysis and in support of the Office of the Vice Chancellor for Planning, Budget & Administration including policy creation, review and analysis for campus-wide financial policies; analyses of campus-wide personnel, financial and student data for brief, well-written reports and campus communications; researches and drafts materials and provides guidance to assist in the development of briefs, policy documents and other materials as needed; preparation of presentations/materials for both campus-wide and system-wide meetings including but not limited to the Regents meetings, Annual President meeting, UCR Town Halls or Leadership meetings; coordination with other campus organizations/units in the policy review, messaging and communications regarding high-profile campus-wide projects and initiatives; and other duties as assigned. Responsible for cataloging and maintaining the policies owned by the department, and developing communication strategies for developing and updating policies.

Key Responsibilities

Description % Time
Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.
  • Participates in the annual budget process by leading the communication strategy and managing an assigned set of units. Coordinates letters (call letter, approval letters, campus letter, etc.) and any training materials related to the budget process. Assists in and reviews budget templates for an assigned set of units. Participates in the planning and management of department projects (P&A Rate Proposal) or department processes (Annual Budget Process).

Develops proposals and recommendations to guide and support a broader strategic direction for the organization or initiative.
  • Develops and advocates solutions to organizational issues, including developing and administering new systems, policies, processes or programs. Develops materials required for the 5-year review of the current Budget Model (presentations, recommendation documents, surveys, etc.). Tracks feedback from campus constituents. Works with leadership on the recommendation document and maintain the implementation documentation.

Performs ad hoc, analytical studies on a wide variety of policies, programs and issues which are complex in nature.
  • Catalogs and maintains the policies owned by the department. Develops the communication strategy when new policies are developed or existing policies are updated.

  • Develops and coordinates communications for campus strategies, policies, or programs; formulates strategies for education and enforcement; develops and maintains written correspondence.

Researches and drafts complex proposals, reports, briefings, executive summaries, and speeches. Establishes and maintains contacts internally and with external constituents for the collection and exchange of data.

Guides and supports planning which may include senior management and/or external constituencies. Plans and coordinates materials for the Regent's Presentations, Annual President's Presentation, UCR Town Hall Presentations, etc.

Works with the technical lead on the maintenance and update of the Financial Planning, & Analysis (FP&A) website.
