Custom Scope
Develops, implements and administers compliance policies, procedures and practices in one or more UC locations. Provides compliance advice, investigates complaints and verifies that deficiencies are corrected. Develops employee communication and training. Ensures alignment with federal and state laws, and University policies and procedures. May provide advice and direction to other compliance professionals, as appropriate. Normally receives general instructions on routine work with detailed instruction on new or more complex assignments. Performs the full scope of auditing encompassing financial compliance.

Department Custom Scope
The Office of Title IX, Equal Opportunity & Affirmative Action (Title IX/EOAA) is dedicated to the prevention and remediation of discrimination and harassment and providing equal opportunity and affirmative action. The Complaint Resolution Officer supports this mission by addressing reports and concerns of discrimination and harassment on the basis of the protected categories outlined in state, federal, and university non-discrimination statutes and policies, including sex, gender, race, color, national origin, religion, disability, citizenship, genetic information or medical condition, military service/protected veteran status, and age. The Officer works to prevent harassment, including sexual violence, discrimination, and retaliation, by addressing reports and complaints made by or on behalf of faculty, students, and staff. The Officer works as part of a team and under the supervision of the Associate Director and DeputyTitle IX Officer to implement the UC Policy on Sexual Violence and Sexual Harassment and UC and campus non-discrimination policies. The Complaint Resolution Officer also serves as an investigator, conducting formal investigations as charged in accordance with applicable procedures.

Bachelor's degree in related area and/or equivalent experience/training. Required
Juris Doctorate, Master of Social Work or an advanced degree in Criminal Justice, Psychology or Forensic Psychology or similar. Preferred

3 years of experience relating to resolution of civil rights complaints (Title VII, Title IX, ADA, etc.). Preferred
Experience interacting with constituents that are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds, in a culturally-competent manner. Preferred
4 - 7 years of related experience. Required

Key Responsibilities

Description % Time
Conducts moderate to complex investigations of suspected and reported violations of laws and policies. Makes probable cause determinations, presents findings to include assessment of potential liability and campus impact. Acts as liaison in joint investigations with other location resources.
  • Conducts thorough evidence collection and analysis to produce objective, clearly-written investigation reports, including to be used in SVSH hearings and other adjudication procedures. Works with diverse witnesses and parties, and their advisors/representatives. Coordinates with campus partners including other compliance team members, legal affairs, SCAIP, HR as appropriate.

Assesses new complaints of potential policy violation and formulates response based on intake results, procured documentation and similar, historical patterns.
  • As part of a team and in accordance with applicable procedures, supports Title IX Officers and Associate Director in assessing matters, including by (1) elevating matters for review and (2) assessing the need or opportunity for alternative resolution strategies to resolve complaints of discrimination and harassment. Applies advanced knowledge of applicable policies and laws, and exercises attention to detailed communication and documentation and advanced communication skills. Conducts intake of complaints and concerns, acting with empathy and objectivity, providing reporters with accurate information regarding their rights, resources, and reporting options. Collects key information to inform assessment, including through consultation with campus partners. Addresses reporter questions and needs.

Delivers employee communication, education and training programs that focus on the elements of a University compliance program (s). May coordinate training of location department points of contact.
  • Delivers SVSH and other non-discrimination/harassment training to faculty, students and staff, as part of VAWA education and awareness programs. Provides educational interventions in response to complaints and reports as assigned.

Researches and analyzes issues, complaints and concerns at all levels of complexity. Implements courses of action according to established policies and procedures.
