Department Custom Scope
The Access Services and Billing Assistant is responsible for the preparation and processing of library bills, providing assistance and administering public service functions and transactions to patrons at the Circulation/Reserves Desk. On assigned days, this position will be independently responsible for opening/closing the library facility, monitoring all Circulation/Reserve Desk operations, supervising student assistants, and resolving emergency situations. Hours may vary based on business needs, finals week, summer, and intersession periods. Must be able to work flexible hours for staffing in backup situations including: days, evenings, weekends, and holidays. Must be able to work Tuesday - Friday 7:15am-4:15pm (1 hr. lunch) and Saturday 8:45am-5:15pm (.5 hr. lunch). This position is designated as a Mandated Reporter and will be required to complete trainings and comply with CANRA. Must pass FBI/Department of Justice background check.

Key Responsibilities

Description % Time
Access Services Public Service Duties Responsible for opening and closing the Library facility on scheduled days following set procedures. Responsible for the building and its occupants, monitors all Circulation/Reserve Desk operations, and supervises student assistants in the absence of a supervisor. Staffs Public Services Desk as scheduled and provides accurate and courteous service to all patrons according to Access Services Public Service Guidelines. May be scheduled to cover a service desk at another UCR Library. Maintains general knowledge of the UCR Library and campus in order to answer patron questions and assure the proper referral of patrons. Utilizes detailed knowledge of the Integrated Library System to process reserves and interlibrary loan requests. Creates uncatalogued bibliographic records using Alma Fulfillment for personal course reserve material and on-the-fly records. Uses multiple online systems to determine the status of or information on patrons or materials as well as performing a variety of circulation functions. Maintains confidentiality of records as required by Library and University policy. Maintains current knowledge of and performs general Access Services functions, such as processing incoming interlibrary loan material, processing incoming course reserve material, de-processing course reserve material, and assisting with paging available material, shelving, shifting and shelf reading. Operates building alarm and public announcement (PA) system and reports and corrects problems associated with their use. Logs Access Services statistics on appropriate forms. Writes and distributes Security Report Forms.

Billing Assists in generating billing analytics and reports, and processing adjustments and blocks through Alma in an expedient manner. Act as a billing resource for all UCR Library locations and in the absence of the Billing & Night Coordinator. Analyzes, interprets and communicates billing policies to library users and staff. Provides guidance to users with the use of the Online Payment System. Reviews payments and processes fines/fees as needed, and executes manual invoicing using third party payment processor for designated user groups and specialized circumstances. Resolves billing problems with patrons and within Alma by applying appropriate written guidelines in determining solutions and implementation procedures. Resolves issues with the Student Business Services Office and Library Budget & Finance, when necessary. Reviews and processes billing appeals using established policy and procedures. Consults with the Billing & Night Coordinator on complex appeals. Problems, which fall outside of guidelines, are referred to the Unit Head. Maintains a detailed understanding of Banner and Alma procedures as they relate to library billing functions. Assists in organizing and maintaining all billing files. Responsible for the review and purging of all Banner bills following established procedures and retention guidelines. Assists in developing, recommending and implementing billing policies, procedures and operations.

General Departmental & Library Responsibilities Participates in staff meeting and committees as assigned. Serves as a Building Emergency Staff (BES) for the Library. May serve as an Acting Building Supervisor for Emergency Conditions (BSEC) if a BSEC is unavailable. Functions, in conjunction with the Security Services Unit, as the coordinator and contact for emergency situations. Uses judgment to resolve those situations falling outside of established procedures. Monitors relevant mailing lists and other formal communication mechanisms. Other duties as assigned.
