Department Custom Scope
The FAST Work Force Administration Unit provides payroll and human resource related services including onboarding, offboarding, time reporting and payroll oversight, position management, personnel updates, case management (benefits, leave balances, accruals, etc.) and leave administration for our client base. The Senior Work Force Administration Analyst will serve in a lead role for UCPath case escalations; alongside the Work Force Manager this position will act as a primary staff training liaison, will lead various process improvement exercises, and provide input related to the development of various training materials including the creation and updating job aids, presentations, and other resources to help build and enhance the skills and knowledge of the team. Along with the Work Force Manager, this position will assist in the transaction auditing and approval of accurate UCPath entries, will be responsible for the timely and accurate preparation, processing, and auditing of payroll, personnel, and financial transactions, and will utilize data and analytics to complete audits, and identify trends in delayed/inaccurate processing. They will also review, scrub, and convert incoming work requests to be assigned to members of the Work Force Administration team. This position will conduct continuous review of records and documentation to ensure compliance with campus, UCOP, State and Federal Requirements; this can include various Work Force Administration areas of responsibilities including I-9 verifications, payroll, onboarding and separation efforts, and position and job data information. This position will work with a wide range of clients including academics and staff to gather information related to upcoming projects that will require the support of the Work Force Administration team; they will rely on their knowledge of project management fundamentals to plan and develop timelines, organize responsibilities, and ensure the successful execution for upcoming mass onboarding, offboarding, payroll, and position and job data related projects. The incumbent will partner with the Work Force Administration Unit Manager, Work Force Administration functional team, other Payroll Shared Service Centers, clients, and stakeholders to implement Lean Six Sigma principles to identify opportunities to continuously improve the effectiveness, accuracy, and delivery of services of the Work Force Administrative Unit.

Key Responsibilities

Description % Time
Provides analysis for complex payroll projects, such as verifying tax treaty forms, and resolving non-resident alien payroll issues, complex payroll retroactivity, and various State and Federal regulations. Other complex matters include ensuring vacation, leave of absence, disability, workers compensation, union contracts, government regulations, withholding exemptions, etc., are appropriate and deduction amounts are calculated and applied correctly to the various accounts.
  • Will be responsible for the timely and accurate preparation, processing, and auditing of payroll, personnel, and financial transactions, onboarding and separations. Will utilize data and analytics to complete audits, and identify trends in delayed/inaccurate processing.

Documents payroll processes and procedures.
  • Serve in a lead role in the Work Force Administration Team; will be a primary resource for answering questions from clients and the team. Will develop training materials, job aids and other resources, and will deliver presentations to clients and team members to help build and enhance their understanding of various WFA processes.

Applies payroll concepts to perform complex analysis regarding pay processing adjustments, including retroactive pay, tax withholding, and overpayments.
  • Assist in auditing of various Work Force Administration transactions including the preparation and review of calculations, review and approval of accurate UCPath entries, and the ability to identify and correct inaccurate transactions prior to submission to UCPath.

Researches, identifies, and corrects invalid pay postings.
  • Serve as a subject matter expert related to unique circumstances that arise which require analysis and the need for case escalations.
