Department Custom Scope
The Chief Executive Officer (CEO) of UCR Health is the strategic and operational leader of the overall clinical enterprise of the UC Riverside School of Medicine. The CEO will work collaboratively with the clinical Department Chairs to set a vision and create and implement a strategic plan for UCR Health that will achieve clinical and operational excellence, financial stability, and will serve the academic and clinical service missions of the School of Medicine. Working with the UCR Health leadership team, the CEO is responsible for the overall functionality and operational performance of the UCR Health clinics and support infrastructure. The CEO interacts and collaborates with other University of California (UC) CEOs of the medical centers that are also part of UC Health, and works collaboratively with Department Chairs to build and enhance partnerships and affiliations with hospitals and health care systems in the Inland Empire. In development of affiliations and relationships with other providers and facilities, the CEO must understand the importance of these relationships being consonant with and supportive of the educational and training responsibilities of UCR School of Medicine. An important responsibility of the position is to lead the development of a clinical strategic plan for UCR Health, and to chart a course toward a sustainable academic clinical enterprise. The CEO has oversight of all clinical affiliations, partnerships, joint ventures, clinical operations, marketing, contracting and related managed care activities for the clinical enterprise. The CEO of UCR Health ensures the following goals: providing excellent clinical care, creating an environment which fosters patients well-being as well as the satisfaction of faculty, staff and students and fulfilling compliance with regulatory policies/procedures; providing excellent opportunities for training the next generation of future physicians; engaging in clinical research that benefits our patient population; developing programs of excellence and generating revenues to support the academic mission. |

-Leads the policy setting, strategic planning, and overall management of UCR Health. -Develops, implements, and maintains a pervasive customer service focus throughout UCR Health. Measures patient satisfaction with data and reports, maintains effective benchmarking systems for UCR Health based on best practices of academic faculty practice centers nationally. -Engages the Chair of Division of Clinical Sciences and Clinical Department Chairs in the development of an ongoing clinical strategy for UCR Health inclusive of monitoring goals and objectives as well as continuous process improvements -Co-chairs the UCR Health Clinical Strategy Committee with one of the clinical department chairs and employs this forum to align the departments and achieve the long term goals and strategies of UCR Health. -Develops strategy, business plans, and the operating infrastructure necessary to ensure clinical operations are effective, responsive, efficient, and fiscally responsible. -Collaborating with the SOM Chief Financial and Administrative Officer, develops and implements a sustainable financial plan for UCR Health that protects the fiscal integrity of the UCR Health enterprise as well as the impact on the School of Medicine. -In collaboration with Chief Financial and Administrative Officer, and UCR Health leadership, develops and maintains effective professional billing policies, standards, revenue cycle functions and other systems required for effective operations. -Develops annual and long-range operating and capital budgets for review and approval by the Vice Chancellor for Health Sciences/Dean and the Chancellor. | 55 |
-Establishes effective communication and collaboration with affiliate hospital chiefs. -Establishes effective communication and collaboration with the clinical department chairs and with the Graduate Medical Education (GME) Designated Institutional Officer (DIO) and Senior Associate Dean for Medical Education, to ensure alignment and communication with affiliate partners. -Represents UCR Health to external agencies and to the community at large and develops and maintains sound public relations -Maintains sound relationships with the medical staff. -Engages in detailed negotiation of affiliations and contracts with health systems, hospitals, medical groups, etc. -Develops and manages UCR Health budgets that are consistent with the financial plan. -Works with the Chief Compliance and Privacy Officer and clinical departments and providers to develop risk reduction strategies, supports the development of standards of clinical care, quality, safety parameters, critical paths, and treatment protocols that will increase the efficiency and effectiveness of clinical interventions. -Works with the Chief Medical Officer and department chairs to ensure physician accountability for clinical program performance, growth and development by establishing clinical performance standards and the tools to monitor performance. -Works in partnership with the Vice Chancellor for Health Sciences/Dean and Department Chairs on hiring of all new clinical faculty.
