Department Custom Scope
Under the direction of the Director of Basic Needs, the Basic Needs Manager formulates and administers policies, processes, and resources as the lead for the Economic Crisis Response Team (ECRT) on campus. The Basic Needs Manager coordinates the intake and counseling for all ECRT applicants and makes referrals to appropriate campus and community partners. Additionally, this role will be critical in supporting the R'Garden, and to enhance collaboration and a closer working relationship that ensures students get fresh produce through the R'Pantry. The incumbent prioritizes compliance with federal, state, and university policies and regulations regarding release of confidential information, document collection, record retention, and co-creates policies and procedures for the broader UCR Basic Needs Department. The Basic Needs Manager plans the organization, coordination, and effective utilization of resources to effectively support the basic needs of the economically diverse student populations of the UCR community. The incumbent provides trainings, helps with strategic planning, and functions with a high degree of autonomy.

Key Responsibilities

Description % Time
Manages a program of providing counseling, guidance and development to student leaders or student government. Oversee(s) a program(s) and service(s) of diverse complexity and scope.
  • Coordinate bi-weekly standing meetings for Economic Crisis Response Team (ECRT), which serves all UCR students. ? Collect and maintain applications and relevant documentation from ECRT student applicants. Analyze a variety of factors (financial data, family circumstances, academic status, and nature of emergency crisis) and apply knowledge of federal, state, University, and outside agency regulations to determine students' eligibility for various types of services. Provide counseling and referrals to campus/community support resources. ? Provide supportive guidance on supplementary information required to document individual circumstances to determine ECRT grant eligibility. ? Compose correspondence to direct the awarding process and to provide timely notification of ECRT application outcomes to student applicants. ? Collaborate with campus partners to develop relevant messaging, strategic outreach, and coordination to communicate our services to the most at-need populations and the broader campus community.

May provide strategic vision and oversight on development of program design and applicability. Measures, assesses, and evaluates programs and staff.
  • Communicate frequently with a diversity of campus and community partners to ensure strategic, timely and effective collaboration. ? Maintain compliance with grant award selection criteria set by the Department of Education, the IRS, UCOP, and the UCR Accounting Office. ? Recommend data informed annual policy updates to the BN grant eligibility requirements and award levels, for Department Head approval. ? Develop agreements and/or MOU?s to facilitate partnerships with campus partners or outside agencies. ? Track, assess, and report relevant application data trends at UCR and integrate feedback into program operations. ? Makes recommendations to management for changes and/or development of program design and applicability related to student outcomes following Basic Needs interventions based on best practices.

Provides administrative support in building out the infrastructure and sustainability of the R'Garden Program; Additionally provides guidance with budgeting, planning, programming, and reporting; Assistance with grant applications and locating additional funding sources through community partnerships;

May supervise clerical and/or student staff.
  • Provides direct supervision (hire, work direction, performance management and reviews, etc.) to the Basic Needs Coordinator (1.0 FTE), and may provide supervision to 1-5 student staff.

Develops and maintains complex or sensitive relationships with external organizations critical to program success. Represents the organizations to UC, the local community, and other relevant audiences.
  • Represent UCR Basic Needs Department at campus, state and national meetings and conferences to share successes or to explore new operational efficiencies, data collection techniques, or enhancements to student and staff experience. ?
