Generic Scope

Custom Scope
Functions as a resource and leader in a compliance specialty program or multiple programs. Assists in ensuring the location has comprehensive processes for investigations, and coordinated responses for compliance program(s) within purview. Ensures alignment with federal and state laws, and University policies and procedures. Provides guidance to other compliance professionals. Normally receives high level oversight on assignments with general instruction provided on new or more complex compliance work.

Department Custom Scope
The Office of Title IX, Equal Opportunity & Affirmative Action (Title IX/EOAA), within the Chief Compliance Office, is dedicated to the prevention and remediation of discrimination and harassment, and to promoting and integrating the principles of equal opportunity, affirmative action, and inclusive excellence at UCR. Title IX/EOAA strives to exceed legal requirements in protecting the civil rights of those who live, study and work at UCR. The Senior Complaint Resolution Officer supports this mission by addressing reports and concerns of discrimination and harassment on the basis of the protected categories outlined in state, federal, and university non-discrimination statutes and policies, including sex, gender, race, color, national origin, religion, disability, citizenship, genetic information or medical condition, military service/protected veteran status, and age. The Senior Complaint Resolution Officer conducts intakes and assessments of reports made by faculty, students, staff, and non-affiliates, and, as part of a team, resolves complaints in accordance with the UC Policy on Sexual Violence and Sexual Harassment and UC and campus non-discrimination policies. This position may serve as the Office lead for matters relating to the UCR Heath Enterprise (including the School of Medicine). The Senior Case Resolution Officer also promotes equal opportunity and affirmative action programs including through training and education and otherwise promoting awareness of policies, reporting requirements, and resources.

Key Responsibilities

Conducts complex investigations of suspected and reported violations of laws and policies, including those with significant potential impact. Obtains legal opinions when appropriate to determine investigative activities. Liaison with investigators from other locations. Assists in structuring complex investigations, including identifying witnesses, policies, data resources and other evidence. Provides recommendations for resolution of issues.
  • Conducts intake and assessment of complaints from students, faculty, staff, other community members and external parties with professionalism and expertise, as part of a team and in compliance with applicable policies and procedures. Intakes complaints and concerns, acting with empathy and objectivity, providing reporters with accurate information regarding their rights, resources, and reporting options. Collects key information to inform assessment, including through consultation with campus partners. Addresses reporter questions and needs including facilitation of supportive measures. Conducts investigations including thorough evidence collection and policy analysis to produce objective, clearly-written investigation reports, including to be used in SVSH hearings and other adjudication procedures. Works with diverse witnesses and parties, and their advisors/representatives. Coordinates with campus partners including Student Affairs, legal affairs, APO, HR, UCPD. Manages matters and investigations in I-sight case management system, helping maintain case files. May serve as Title IX/EOAA lead for reports and complaints arising in the School of Medicine, UCR Health, and other Health Enterprise programs.

Develops methods and seeks opportunities to increase manager and staff awareness of ethics and compliance programs and associated processes. Attends staff meetings, creates website tools and communications, solicits feedback and creates and delivers training programs.
  • Participates in the development and presentation of sexual harassment/sexual violence prevention and trauma-informed training programs and materials for the ongoing education of investigators and campus partners. Develops and implements training programs and materials designed to educate the University community about sexual violence, discrimination, harassment, and retaliation prevention and response. Provides engaging and informative presentations. Participates in department and campuswide training and educational projects in support of the Office mission.

Leads committees and workgroups as needed to address policy issues, complaint response systems, and educational programs. Is a resource for relevant federal and state laws, University policies, local procedures, department case history and political environments.
  • Supports Incident Response Team--dedicated to response to reports of sexual violence and sexual harassment arising in the patient care setting.
