This is a limited use classification. Serves as the highest-level organization subject matter expert and specific organization official. Delegated authority to act for external regulatory agencies to approve/deny activities that may impact organization's core mission. Assignments involve the most complex professional EH&S duties. Works with organization policymakers to create new models to assure and ensure EH&S compliant implementation of technical program(s). Decision-making is based on interpretation of relevant law, regulations, and organization policy, professional best practices, relevant science methodology in several disciplinary areas, necessary senior management approvals. Decisions may impact other EH&S programs, departments, segments of organization, organization-wide, systemwide, and/or regulatory agencies.

Department Custom Scope
Under the general direction of the Executive Director, Environmental Health and Safety, the Director of Emergency Management will be responsible for the management, leadership and daily operations of the Office of Emergency Management. The Director is responsible for establishing proven methods of crisis planning and response to support the university's commitment to the safety of our students, faculty and staff. The Director has a direct reporting relationship to the Executive Director of EH&S on the development of strategies related to campus-wide emergency planning, emergency services, campus threat assessment, and operation of the campus emergency operations center (EOC).Establishing, maintaining and implementing a campus-wide Emergency Operations Plan and providing training opportunities for stakeholders that will serve in emergency response roles is a major element of this position. The Director fosters a sense of mission and focus regarding the need for all departments to develop and practice emergency planning within their department and with the campus-wide community. The Director coordinates extensively with, and provides support to, various operating divisions on campus. The Director makes presentations to all levels of the organization but in particular must be capable of communicating and interacting with the members of the Emergency Management Policy Group and personnel serving in various capacities in the campus emergency operations center. Directs, plans, and administers a comprehensive and evolving emergency management and mission continuity program for the entire UCR campus. The Director of Emergency Management, in consultation with leadership, will act on behalf of the institution with outside agencies for emergency response and serve as a campus expert, assisting in guiding the response and recovery efforts of the university when responding to campus emergencies. The Director is responsible for developing and executing strategic objectives and measuring their effectiveness. Methods used to document this progress includes the development of annual metrics that reflect incremental achievements.

Serves as highest-level organization subject matter expert in designated EH&S field or is assigned duties in specific official capacities. Develops, recommends and implements EH&S programs, policies and procedures.
  • Responsible for developing policies, procedures, and guidance documents and materials that are to be followed during natural or human-made emergencies. Capable of directing campus personnel at all levels of the organization as to how and when to apply the emergency response policies, procedures, and guidance documents to efficiently respond, including members of the senior leadership team serving in the campus Executive Management Policy Group and/or Emergency Operations Center (EOC),during emergency events. Develop, maintain, and publish Emergency Operations Plans(EOPs) for use by key campus personnel, regional response agencies, hazardous material responders, environmental management staff, and building safety emergency coordinators to ensure accuracy and access for conducting training exercises and emergency incidents. As directed, communicate with the UC Office of the President on the status of emergency planning at UCR as well as report on conditions following emergencies. Work with other UC Campuses as well as non/governmental operators to establish and maintain mutual aid agreements for resources and services. Manage, direct and provide emergency preparedness and planning programs as directed by the Executive Director of EH&S. Be responsible for representing the University with external government agencies to manage the campus response to emergencies with those of the Riverside County Operational Area. Responsible for the integration of Business Continuity Services reporting, with those of Emergency Management when reporting to UC Office of the President is necessary. Manage, direct, and mentor staff with programs assigned to the Office, including the Building Emergency Coordinators. This shall include the regular recruitment and training of students, faculty, and staff in emergency response capacities so that they may augment existing emergency response personnel for emergencies that occur.

Creates new and complex solutions applying advanced level knowledge/expertise of best practices within multiple technical, professional, scientific, and applied disciplines and makes recommendations and presentations based on accepted scientific methodology.
  • Creates and maintains a multi-year training and exercise plan. Schedules, coordinates, and conducts preparedness and response classes, workshops, seminars, conferences and meetings, and evaluates programs. Researches and collects information and materials to be used in trainings to meet the needs of a diverse campus community. Compiles and maintains records for reports to campus leadership. Develops and monitors operational plans. Develop, implements and maintains emergency planning and response documents, including the campus Emergency Operations Plan(EOP), resource directory of telephone numbers, and the necessary documentation that identifies resources that responds to emergency incidents that result in the activation of the EOC. The EOP shall be updated at least annually and distributed to campus stakeholders electronically and in hard copy.

Monitors and controls the organization's EH&S standards in accordance with regulations.
  • Ensures the campus emergency, departmental, and campus plans are maintained and updated on a consistently regular basis.Develops or oversees development of communication programs to ensure awareness of and compliance with all applicable rules, regulations, and policies to protect environmental health and prevent unsafe conditions. The Emergency Services Manager directs professional staff and participates in the design and delivery of training, education, and exercise programs that address all elements of the campus Emergency Operations Plan and emergency response by campus and external emergency responders. The training may include students, faculty, and staff as well as the senior campus leadership team. Provided emergency prevention, mitigation, preparedness, response , and recovery training and informational presentations to various campus stakeholders that may include students, faculty, staff, senior campus leadership, and parents of students, on a continuous basis. Directs emergency services training that includes annual simulated exercises (table top, functional, and full scale) for faculty and staff serving in the EOP. These simulations shall also provide training on the Standardized Emergency management System (SEMS) and the National Incident Management System (NIMS) and be structured to be in compliance with these standards. This training is intended to assure that all participants understand their response roles. Determine educational goals and objectives that the annual training exercises will be focused to address. These may include EOC section training, roles and responsibilities, emergency messaging, communications, after hours staff response, care and feeding of emergency workers and or non-emergency workers (students), emergency power operations, etc. Determine program budget requirements, and pursue funding through the Executive Director of Environment, Health & Safety for needed training, equipment, and supplies.

Plans, organizes and/or oversees work of professional EH&S staff.
  • Provide guidance to Business Continuity Manager in support of implementation, development and ongoing maintenance of business continuity programs for campus departments. Serve as technical resource for Business Continuity Manager to support training of groups, departments and coordination with other EH&S divisional functions. Responsible for providing training, performance management, payroll, and other personnel administrative duties. Responsible for managing budget and ensure compliance with budgetary allocations.

Creates and maintains professional relationships with all campus departments and other external agencies. Maintains professional knowledge/expertise and proposed changes in all areas of Emergency Management. Manage the purchase, and day to day use, testing, and servicing of the various communication tools that the campus uses to assure redundant communications capabilities are available. These shall include 400-800 MGHZ radios, telephones, Alertus, communication hardware and software for all emergency response staff. to ensure and effective emergency response from our staff. Coordinate with Facilities Services and Planning, Design, and Construction (PD&C) and others to maintain a Building Assessment Team to evaluate all campus buildings after an earthquake, using modified ATC-20 procedures.

Performs outreach and communication to organization within relevant field. Develops, implements, coordinates, and conducts campus-wide training program that includes relevant internal units and external partners and stakeholders. Ensures UCR is incorporated into local, state, and federal exercises. Provides emergency response support to campus by responding to unplanned events as needed and directed. Distributes emergency communication to campus. Drafts reports and other documentation, including use of relevant scientific data. Prepares exercise evaluations, writes After-Action Reports, and develops improvement matrices to identify deficiencies. Disseminates reports and plans, tracks items from improvement plans, and provides updates to campus plans, policies and procedures.

The manager will represent the Emergency Management office contributing toward organizational leadership and focusing upon program development and improvement, personnel policies, fiscal management, and strategic planning. Participate in strategic and annual operational planning activities for all EH&S, intended to provide linkage between departmental and divisional goals and objectives. Support EH&S wide team efforts on topics and projects personally participating and providing divisional staff the opportunity to participate. Assist the Executive Director of Environment, Health & Safety and other UCR administrators with special projects as assigned.
