Department Custom Scope
Under the general supervision of the Operations Support Commander, the Administrative Officer II provides administrative support to the Office of the Chief of the UCR Police Department, including scheduling, screening, reporting, processing of business, payroll, and administrative services. The Administrative Officer II will also conduct crime data analysis, crime trend mapping, property and evidence management, facility access management, and police identification card control.

Administrative Support - Maintain administrative support and calendar for the Chief of Police by making independent decisions in the scheduling of appointments which requires extensive coordination and in-depth understanding of Police Department operations, as well as the urgency, travel commitments, and priorities of the Police Chief. Answer incoming telephone calls and screen all correspondence to the Chief's Office, directing all inquiries to the appropriate resources. Coordinate travel arrangements by reviewing flight schedules, ground transportation, hotel/meeting locations, etc. Process travel reimbursements and other routine accounting transactions for staff by utilizing online financial systems. Prepare, organize, and maintain files, prepare copies, and ensure consistent retention of documents and files. Oversight and review of payroll records system for the Police Department. Processing of supplies requisitions, purchase orders, invoices, and recharge documents.

Crime Analysis / Crime Mapping - Identify and collect pertinent statistics and data from internal crime reports, forms, information from outside agencies, and information from other sources. Analyze information to identify similarities and patterns among different offenses, identify suspects and offender characteristics, develop proactive responses to problems, and predict criminal activity. Prepare weekly, and monthly command staff crime tracking reports. Initiate and disseminate crime analysis reports and bulletins, and data related to crime series, trends, patterns, and suspect individuals to department personnel to enhance directed patrol, investigation, and prevention activity. Prepare charts, graphs, maps, and written reports of specific crimes by location, date/time, and/or type. Attend meetings and briefings to make presentations on findings and recommendations. Market crime analysis services to department personnel. Respond to requests from the community and public for statistics. Assist department personnel in monitoring and tracking criminal activity and developing methods and procedures for the dissemination of information to the community. Develop and provide special crime analysis reports. Review crime incidents and reports from the Police Department Records Management Systems and catalog the data in an automated system for crime trend analysis and mapping of criminal activity reported on and around campus. In collaboration with patrol and investigations personnel, develop strategies for efficient deployment of electronic crime prevention technology. Prepare weekly reports with analysis and mapping of reported crime for patrol deployment and detective investigation efforts. Prepare weekly statistical reports for distribution to patrol and investigations supervisors, as well as police managers for coordination of proactive crime prevention efforts.

Property & Evidence Management - Maintain an inventory of evidence and property submitted to the department. Ensure the safe and efficient handling of evidence and protect the integrity of evidence through the judicial process. Receive, identify, classify, process, store, safeguard, oversee delivering of, release, and dispose of all types of police property and evidence including weapons, explosives, narcotics, money, hazardous materials, and bodily fluids; ensure incoming property has proper documentation and packaging; issue receipts for property received. Track the movement of and maintain chain of custody documentation for all property and evidence; retrieve, package, release to personnel, and oversee the transport of property and evidence to labs for special testing, to court for hearings/trials, and/or to storage; inspect, verify receipt of, and place property back in original or new location when returned. Coordinate the release, destruction, and disposal of adjudicated, obsolete, and unclaimed property and evidence as authorized; develop correspondence instructing property owners of the disposition of property; release items to rightful owner; pull evidence to be destroyed or auctioned; dispose of narcotics in manner directed; prepare associated reports. Answer questions and provide general information to the public, District Attorney's Office, courts, crime labs, and Police Department staff including requests for information on property and evidence held; provide information regarding Police Department policies and procedures pertaining to the storage and release of evidence and property. Provide training and assistance to Police Department staff on the proper packaging and handling of impounded property. Attend and participate in training sessions. Testify in court on chain of custody as necessary.

Building Access Management & Police Identification Control - Manage Police Department access/key control procedures ensuring the safety and security of the facility. Manage Police Identification Card issuance/retrieval system, ensuring compliance with statutory and California Commission on Peace Officer Standards and Training (POST) regulations, as they apply to law enforcement ID cards. Issue Police ID cards as necessary.

This position is considered a mandatory reporter under the California Child Abuse and Neglect Reporting Act (CANRA), Penal Code 11164-11174.3 and is required to comply with the requirements set forth in University of California Policy CANRA. Required
