Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies and management guidance. Administers policies that directly affect subordinate staff. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provides priority setting and work flow analysis. Supervises support staff in medium to large unit; or a small unit with complex and broad responsibility processing personnel transactions and/or administering related policies and procedures. Or supervises a small group of HR professionals, with program direction provided by a manager.

Department Custom Scope
The Director of Human Resources for Student Affairs serves as the lead HR professional for the Vice Chancellor of Student Affairs (VCSA)(Org 25) and Intercollegiate Athletics (Org 38) organizational units. Reporting to the VCSA Chief of Staff/ Chief Financial and Administrative Officer, this position serves as the primary human resources representative providing collaborative and coordinated delivery of HR services to support the organizational objectives and strategies of the units. Responsible for serving as the subject matter expert providing human resources executive advisory support and recommendations. Works with central campus HR and organizational leadership to develop integrated solutions to complex problems ensuring implementation of leading best practices. Additionally, position is responsible for coordination and delivery of HR services including implementation of systemwide and organizational unit level initiatives. As the lead, this position manages the daily operations of the unit including distribution and balancing of work assignments, identifies training and development needs for unit staff and services as the point of contact for the unit with regard to general administrative matters and processes. This position serves as the liaison with the our Payroll Shared Services for payroll related requests.

Key Responsibilities

Participates in the development and monitoring of policies and procedures for department or department operations.
  • In consultation with organizational leadership, prepares internal guidelines and call documents concerning policies and programs, including performance management, merit, employee recognition, leave management, accommodations, training and development, recruitment and diversity programs. Serves as the primary internal HR Consultant and liaison in consultation with organizational unit leadership, central HR and other campus partners. Periodically reviews and recommends modifications to unit processes and procedures.

Recommends hiring of new employees, salary actions, terminations, and performance ratings.
  • Serves as the HR lead in all aspects of human resources issues, advises and counsels management on difficult employee and labor relations issues, including discipline, performance management, and terminations. Provides oversight to management on disciplinary documentation, in consultation with campus employee and labor relations as needed. Provides formal supervision to 3 (FTE) HR staff (hire, determine performance ratings, determine wage and increases, determines promotability, formulates and resolves complaints as allowable within policy).

Works closely with direct manager and assigned staff.
  • Responsible for the management of human resources professionals primarily responsible for administering personnel policies, procedures, bargaining unit agreements and organizational wide procedures, providing guidance to subordinates to achieve goals in accordance with established policies. Serves as a resource to direct manager, as well as to client directors and managers. Supports ongoing strategic training plans for the staff and management teams in VCSA and Athletics in conjunction with central HR and EOD.

Participates in developing and monitoring operational and budget processes, staff FTE, finance, human resources and space planning.
  • Participates in strategic workforce planning with organizational senior leadership, COS/CFAO, and Director of Budget and Operations. Provides guidance to management about staffing needs according to strategic growth plans. Makes recommendations regarding potential augmentations, reductions, reorganizations, and/or realignment of staff positions. Performs organizational unit level analysis in connection with position reviews e.g., proposed reclassifications, promotions, equity adjustments, etc. and as related to reorganizations and recruitments. Oversee recruitment and retention strategies in consultation with senior leadership based on position requirements, specialization and availability, diversity objectives, and/or geographic scope. Oversees recruitment processes and practices for all appointments; develops job descriptions, in consultation with department management, recruitment plans and supports the hiring process. Develops/analyzes appointment type and salary offer recommendations.

Assists subordinates with work schedules and assignment of appropriate tasks.
  • Serves as HR Lead with responsibility for oversight of HR functions, unit operations, distribution and alignment of work assignments and training/development of staff. Dotted line supervisor for HR Liaisons, providing management and oversight for all HR functions and services delivered within the units.

Works closely with the Payroll Shared Services for all payroll related items and processes. Coordinates monthly meetings with the Payroll Shared Services and works on process improvement initiatives. Ensures adequate support and services are being provided from the Payroll Shared Services unit.
