Custom Scope
Uses advanced planning concepts and objectives to resolve highly complex issues and provide high level expertise and assistance to senior management on all aspects of city planning, architecture and/or other related fields. Participates in the development of short and long range development plans, and proposes/recommends revisions and/or refinements, including identifying and proposing solutions to potential problem areas.

Department Custom Scope
Reporting to the Assistant Director of Campus Planning for Planning, Design & Construction (PD&C), the Senior Campus Planner manages various capital planning processes in PD&C. This includes monitoring the schedule and funding status of minor and major capital projects as well as deferred maintenance projects, coordination of communication and submittals with UC Office of the President (UCOP), as well as develop process documentation. The Senior Campus Planner is also responsible for the annual update to the Campus Seismic Plan. The incumbent will partner with Campus Space Management to manage the development and submittal of the annual Capital Finance Plan (CFP). Management responsibility for capital project approval process for major and minor capital projects; PD&C project coordination with UCR's Financial Planning & Analysis and PD&C's finance team. The position will manage monthly check-in class with UCOP and attend monthly UC Capital Planning calls. Provides staff planning services and planning analyses for major physical planning and capital project studies, and studies related to campus-wide site development, infrastructure, and utilities. Lead project planning teams and discussions using written, verbal and interpersonal skills effectively for a wide variety of audiences. Improves organization practices and processes using thorough knowledge in urban planning and integrated higher education planning.

Experience with quantitative and qualitative analyses, interpreting criteria for buildings, and the integration of geospatial analyses into the evaluation of planning scenarios. Required
Experience preparing planning documents and design guidelines in a clear, concise, and timely manner. Required
Experience with graphics software packages (e.g., Adobe Illustrator & InDesign, Sketch Up, and AutoCAD) Preferred

Applies advanced planning concepts in planning, organizing, supervising and/or performs high level planning services to the Architect and location and/or University-wide administrative officers and planning staff engaged in physical, environmental and community planning projects.
  • Provides high level planning services to the Campus Architect and location and/or University-wide administrative officers and planning staff engaged in physical, public realm improvements, new buildings, accessibility studies, environmental and community planning projects. Forms and leads project planning teams in the programming phase and communicates with internal and external stakeholders and resolves issues as they arise. Prepares RFQs/RFPs and Scopes of Work. Facilitates interviews and selection of consultants. Includes coordination with community groups and off campus stakeholders, such as City and County.

Serves as technical specialist and provides expertise in planning and community planning programs relating to the organization's strategic plans.
  • Has lead role in UCR's Deferred Maintenance (DM) Program as the assigned Planner. Will monitor the schedule and funding status of all approved DM projects; manage the review and approval processes for UC's DM programs; coordinate communication, schedule and submittals to the UC Office of the President (UCOP); and develops process documentation on UCR's interdepartmental DM management efforts. Is the lead assigned to the Campus Seismic Plan. Partners with campus Space Management to manage the development and submittal of the annual Capital Finance Plan (CFP).

Evaluates proposed campus development in terms of design standards, land use, site suitability analyses, and related activities. Develops appropriate documentation in support of the siting/physical development evaluation of individual capital projects. Supports review and updates to campus design and construction standards, and campus signage guidelines.
