Custom Scope
Under general supervision, develops and/or oversees research proposals, awards and/or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies. Works on proposals of moderate scope such as single investigator NSF proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc). Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority. Completes and approves transactions for signature by manager or other authorized institutional official.

Department Custom Scope
The Center for Environmental Research & Technology (CE-CERT) is seeking a Contracts and Grants Analyst to assist principal investigators (PIs) with pre and post-award administration of contracts and grants. Under general direction from the Financial Operations Manager, the incumbent will provide administrative and technical support for the proposal submission process and post-award fund administration. This support will include developing a broad foundation of sponsor and university policies. The incumbent will work with a variety of federal and some non-federal sponsors including the NSF, California Energy Commission (CEC), and Department of Energy (DOE), and will be responsible for proposals and awards of diverse scope. This includes analysis of data thorough understanding of complex regulations and providing guidance to principal investigators in the management of their funds. Proposals and awards may involve multi-collaborative and multi-institutional stakeholders as well as communicating effectively among various departments on campus to ensure timely submission of reports and grant proposals. **As a condition of employment, you will be required to comply with the University of California SARS-CoV-2 (COVID-19) Vaccination Program Policy. Key Responsibilities

Description % Time
(DR): Under general supervision, provides post-award financial administration and management for research funds in accordance with organization policy and agency requirements.
  • Prepares contract invoicing and cost-share Reporting. Performs complex calculations and prepares and submits contract invoices and cost-share reports to accounting office to receive payment from sponsors for projects within CE-CERT. Compiles all necessary backup documentation for invoicing. Establish and maintain an efficient cost-share tracking system to track past, current, and future cost-share commitments.

Coordinates proposal submissions: Provides administrative guidance, and coordination of multidisciplinary, collaborative, and large proposal submissions as well as Business Service Agreements with industry partners.

(DR): Analyzes transactions, expenditures, identifies and resolves discrepancies, financial and inventory reports. Prepares proposal budgets and support documents that are required by proposal guidelines.
  • With input from principal investigators, incumbent will independently prepare simple and complex budgets for research proposals and other funding applications in accordance with organization policy and agency requirements.

Develops and/or oversees non-competing continuations, supplements and other award/agreement amendments.
