Custom Scope
Facilities Project Manager with advanced skills who is responsible for all aspects of the design and construction process for major and significant building projects, or highly specialized and critical components of these projects. Projects are often characterized by their complexity. Exercises independent judgment in selecting methods, techniques and evaluation criteria for obtaining results, and may oversee, manage, supervise, or provide guidance to other Facilities Project Managers and/or Analysts.

Department Custom Scope
Project Management, within the department of Planning, Design, & Construction, (PD&C) manages/coordinates the design and construction of new and remodeled major and minor capital projects, as well as deferred maintenance projects. The Senior Project Manager/Deferred Maintenance (DM) Program Manager organizes the unit?s DM project management portfolio and monitors the progress of the entire DM maintenance project portfolio, and acts as lead project manager for various DM projects. The Senior Project Manager/Deferred Maintenance Program Manager develops and maintains project scope, schedules, and budgets, working with Campus Planning and Facilities Services to ensure timely, successful completion of all DM projects. The Senior Project Manager/Deferred Maintenance Program Manager contributes to the unit?s success by offering ideas that improve process, morale, technical expertise, customer service and the general betterment of PD&C.

Key Responsibilities

Description % Time
Accountable for delivering multiple complex capital construction projects on schedule and within project budget on campus. Manage projects from the programming phase through design, construction, occupancy and warranty. Coordinate all project activities with all of the Campus stakeholders. Act as official University Representative in relationships with contractors, architects, engineers, reviewing agencies, the campus community, and with the public.

Formally establishes project plan, including working with other units, departments, and the Office of the President (i.e., SMCP, Budget Office and other Capital Project Units) to facilitate this effort and ensure funding transfers.

Manages the project program, including meeting with clients to help define both project scope and program.

Hires architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants.

Prepares and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients; establishes milestones and monitors adherence to master plans, budgets and schedules.

Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes; ensures plans and specifications conform to all codes and regulations.

Determines delivery method and bids or negotiates construction contracts.

Reviews, manages and oversees construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List; specializes and focuses in monitoring construction milestones.

Acts as liaison among project participants and resolves problems or conflicts, including recommending range of solutions to disputed issues or contractor claims.

Ensures project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to Physical Plant Services.

Knowledge and experience to effectively direct and review the preparation of design and construction documents, review and approve contractor submittals, and to effectively resolve field problems during construction. Required
Excellent computer skills and knowledge of various computer software programs including, but not limited to MS Word, Excel, PowerPoint, Project, Outlook and Outlook calendar, and construction project management software. Required
Advanced analytical, organizational and problem recognition/avoidance/resolution skills. Required
Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen. Required

Knowledge of project management processes for minor and major capital projects with an institute of higher education or similar environments including, but not limited to, research laboratories, instructional space, residential facilities and infrastructure projects. Preferred
Familiarity with UCR, including its infrastructure, rules, regulations, policies and short and long strategic building plans. Preferred
Familiarity with design and construction contracts, contract law, public contracting code, and construction claims procedures. Ability to draft modifications to standard agreements consistent with Regental Policy and in coordination with legal counsel. Preferred
Advanced knowledge of the organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans. Preferred
Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline. Preferred
Knowledge of Division of State Architect (DSA) and State Fire Marshal (SFM) code and policy requirements for higher educational construction Preferred
