Generic Scope
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Custom Scope
Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
The Associate Director, Maintenance oversees the daily operation of maintenance services and smaller scale project work for Auxiliary Services' owned/operated properties. Auxiliary Services (AS) is comprised of Housing Services, Dining Services, Early Childhood Education, Transportation Services, Campus Business Services, and Finance & Business Operations. AS facilities is comprised of 105 buildings/structures totaling approximately 2.6M sf. Maintenance activities cover routine, preventative, reactive, and planned. The Associate Director directly manages and provides leadership to three maintenance/trades supervisors and indirectly oversees 28 technicians who have demonstrated experience and knowledge with carpentry, HVAC, food service refrigeration, paint, electrical, plumbing, access/lock shop and zone maintenance. Ensures adherence to safety requirements including OSHA, UC, campus/city/county/state process and policies. Tracks and follows up on work order reports, staff workloads and more complex repair needs. Holds a delegated authority designation for the department in order to manage minor maintenance and FFE projects including planning, determination of scope, schedule, vendor outreach, budget and bid/procurement/payment processes. In conjunction with the Director, Auxiliary Services Facilities and unit supervisory colleagues, demonstrates subject matter expertise for maintenance, skilled crafts, trades and other related work; represents the department on campus and UC-wide work groups. Responsible for operational budgets and good stewardship of university resources. Holds a critical role with AS emergency planning, response and recovery; expected to assist and provide leadership for a variety of emergency situations.

Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
  • Provides operational direction and leadership to direct reports as well as the overall maintenance team. Determines staffing levels and annual budget needs. Responsible for hiring, staffing, training, counseling and performance management for unit. Assists with development of overall AS Facilities operational and major maintenance planning and funding priorities.

Manages, through subordinate supervisors, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.
  • Manages, directs and schedules routine work and projects based on needs and available resources for the maintenance team. Tracks and ensures timely attention to work orders; collaborates with supervisory team on appropriate workload levels and balancing to meet target response rates. Effectively communicates policies, procedures, departmental goals and expectations in order to provide a high level of service to various customers.

Establishes, implements and monitors operational procedures and work quality and productivity standards.
  • Inspects and monitors work performance on job sites. Oversees projects for quality control, including work or projects performed by sub-contractors. Monitors the work of supervisory staff to ensure work is completed according to established schedules and that all tasks are completed and performed in a timely manner.

Ensures operations meet internal and external regulatory requirements, including safety, on a continual basis.
  • Implements departmental health and safety programs/initiatives. Establishes goals and process improvements to provide a safe working environment for all staff and contractors. Leads safety meetings for skilled trades staff to ensure regular and proper employee safety training. Provides necessary personnel protective equipment, as needed. Regularly reviews procedures and protocols to ensure department standards for safety are up to date. Ensures compliance with all building and safety codes.

Develops, implements and monitors the performance of all major building systems preventive maintenance programs.
  • Oversees a wide variety of maintenance assignments, projects and programs in each skilled trade unit. Formulates deferred maintenance plans and manages comprehensive building infrastructure systems.

Performs or ensures the performance of facility assessments to determine system and major equipment conditions, and to plan for minor capital improvements.
  • Participates in the planning and design for new capital projects. Provides input into new building, retrofit and repair designs, and master specifications. Coordinates aspects of facilities construction projects as related to the work unit. Oversees building commissioning and retro-commissioning of assigned trades/crafts to improve building operations.

Establishes and recommends changes to policies which affect the department.

Represents the Campus to internal committees and departments/schools, and outside agencies in regards to facilities and building system standards.
  • Works collaboratively with various campus departments and personnel, including Enterprise Risk Management, Capital Asset Strategies, and Architects & Engineers. Establishes comprehensive programs and maintains calendar of inspections for compliance with external agencies including OSHA, SCAQMD, and the State Fire Marshal.

Provides oversight for planning, maintenance and upgrades of trades maintenance shops and vehicles to ensure staff have appropriate resources.
  • Develops plans for upgrades, requests for new or replacement equipment and resources. Submits plans for review and approval, maintaining compliance with budgetary parameters and UC regulations.
