Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies and management guidance. Administers policies that directly affect subordinate staff. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provides priority setting and work flow analysis. Supervises support staff in medium to large unit; or a small unit with complex and broad responsibility processing personnel transactions and / or administering related policies and procedures. Or supervises a small group of HR professionals, with program direction provided by a manager.

Department Custom Scope
The Director, Academic Personnel and Human Resources, provides management and leadership for a comprehensive and strategic human resources program for the UCR Library. The position directs human resources operations for a staff of over 95 employees, including onboarding, time and leave administration, employee training and development, leadership and management development, employee recognition, performance management, change management, and employee engagement initiatives, in consultation with the University Librarian and the Deputy University Librarian. The incumbent helps to advance a wide range of equity, diversity, and inclusion initiatives. They serve as employee relations coordinator and mediate issues as needed. They also serve as the Libraries' human resource policy and procedures expert. They participate in recruitment and salary administration for library faculty and staff, and they work with the Finance Services Supervisor on personnel budget issues. The position supervises a small team of human resources specialist. They serve on university HR committees and teams and represent the Libraries in regional and national forums. The position serves on the Library Cabinet, participates in library planning, policy development, resource allocation, and personnel management, and serves as an administrative liaison to a variety of committees and task forces.

Key Responsibilities

Participates in developing and monitoring operational and budget processes, staff FTE, finance, human resources and space planning.
  • Provides strategic leadership for all Library academic personnel and human resources services for staff and academic employees, including ensuring consistent and accurate interpretation and application of policies and procedures; and advising and assisting the Library leadership and supervisors. Serves as primary liaison with central HR and Employee & Labor Relations for the Library, including as the primary liaison with the APO regarding Librarian and other academic non-Senate appointments. In consultation with APO and campus Employee & Labor Relations, serves as the liaison with the Library's academic UC-AFT leadership, including the routine informal conversations with UC-AFT Grievance Steward, and as appropriate, and represents the UCR Library and/or the UC Library System in negotiations with the UC-AFT. In consultation with campus Labor Relations, serves as liaison with union representatives, including routine informal conversations with the stewards. In collaboration with campus labor relations, manages and resolves requests for information, grievances, required notices, etc. regarding Library academic and staff employees.

Participates in the development and monitoring of policies and procedures for department or department operations.
  • In consultation with Library leadership, develops internal guidelines, policies and procedures related to HR programs such as performance management, merit, Staff Appreciation & Recognition (STAR) awards, Library recognition programs, training and development, leave management, on-boarding, etc. Serves as a key thought partner with Library leadership for planning for new hires, promotion of diversity goals, retention, retirements, separations, etc. Recommends strategies for fair and inclusive hiring, equitable re classifications, and minimizing employee turnover within the unit. Responsible for analyzing key data and providing outcomes as well as providing other key data as requested by campus administrative offices, UC systemwide or national reporting entities.

Recommends hiring of new employees, salary actions, terminations, and performance ratings.
  • Oversees recruitment processes and practices for all academic and staff appointments; in consultation with Library leadership develops job descriptions, initiates recruitments, recruitment plans, and supports the hiring process. Develops/analyzes appointment type and salary offer recommendations, in consultation with Library leadership. Scans the academic library profession to track emerging trends in services, functions, and positions and advises Library leadership on incorporating these trends into the position descriptions of the UCR Library.

Coordinates the librarian academic review process, wage implementations, and ensures the accurate and timely completion of required personnel and labor relations actions. Consults with and advises the University Librarian and Deputy University Librarian on all academic issues and processes to comply with the Contract for Professional Librarians, Academic Personnel Manual, policies, the Call, recruitment and hiring policies, Affirmative Action guidelines, and other system wide and campus policies and procedures. Oversees completion of all academic personnel actions, including but not limited to promotions, merits, all levels of appointments, and non-reappointments, making recommendations to the University Librarian and Deputy University Librarian, as appropriate. Maintains records for Human Resource actions reviewed/approved by the University Librarian and/or Deputy University Librarian.
