The NAGPRA (Native American Graves Protection and Repatriation Act) Program Specialist reports to the NAGPRA Repatriation Coordinator who is the University employee assigned responsibility for facilitating the daily implementation of NAGPRA and CalNAGPRA, especially as amended by AB 275, and curatorial projects in compliance with the related regulations as supported by the UCR Chancellor?s Designee. The NAGPRA Program Specialist will assist the NAGPRA Repatriation Coordinator in the identification and documentation of human remains, returning objects, investigating, database maintenance, communication and administrative duties to ensure compliance.

Key Responsibilities

Description % Time
NAGPRA Collections Management: Identification & Documentation of Human Remains In consultation with the NAGPRA Repatriation Coordinator, manage documentation associated with the UCR Radiocarbon Laboratory Collections, conduct research to facilitate the repatriation and/or transfer of human and non-human samples from the UCR Radiocarbon Laboratory Collections, facilitate the return of all of the human remains and non-human samples from the UCR Radiocarbon Laboratory Collection to the responsible institutions. The NAGPRA Program Specialist will communicate with and negotiate the return of samples from the UCR Radiocarbon Laboratory Records and Samples to the responsible institutions or independent researchers who had sent the samples to the UCR Radiocarbon Laboratory or its predecessor institutions. If the samples are non-human and not covered by either NAGPRA or CalNAGPRA, the NAGPRA Program Specialist can arrange with the responsible institution or researcher for destruction in lieu of return of the materials following all appropriate federal, state, and local regulations for the disposal of such remains. Identify, classify and catalog unmodified faunal remains in order to identify previously undocumented human remains. In consultation with the NAGPRA Repatriation Coordinator, reviews, analyzes and synthesizes available data from scientific, anthropological, historic, and traditional forms of knowledge to inform cultural affiliation determinations and ensure compliance with the Native American Graves Protection and Repatriation Act. Assist the NAGPRA Repatriation Coordinator and Tribal Partners in inventorying the Native American artifacts in the UCR Anthropology collections. Organizes, documents and inventories such materials under university control. The NAGPRA Program Specialist will make recommendations to the NAGPRA Repatriation Coordinator regarding identification of cultural items and human remains.

Reporting, Policy Development & Administrative Support The NAGPRA Program Specialist will also participate in the implementation of approved procedures to ensure compliance with NAGPRA and CalNAGPRA, as well as, appropriate treatment of all Native American/Alaskan/Hawaiian human remains and cultural items within UCR control. Make recommendations to the NAGPRA Repatriation Coordinator regarding the transfer of materials to controlling institutions. Maintains tracking, reporting and filing of NAGPRA correspondence records. Assist the NAGPRA Repatriation Coordinator in consulting with tribes, attending NAGPRA Implementation Committee meetings and tribal consultation, to ensure and maintain compliance with the requirements of AB 275. Assist the NAGPRA Repatriation Coordinator in coordinating and scheduling meetings, preparing communications and preparation of materials. Support and assist in the training and supervision of student employees. Other duties as assigned.
