Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Receives assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies and management guidance. Administers policies that directly affect subordinate staff. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provides priority setting and work flow analysis. Supervises support staff in medium to large unit; or a small unit with complex and broad responsibility processing personnel transactions and / or administering related policies and procedures. Or supervises a small group of HR professionals, with program direction provided by a manager.

Department Custom Scope
The Assistant Director of Human Resources for Facilities Services reports to the Director of HR & HR Business Partner and serves as the lead HR professional for Facilities Services (FS). This position is part of the Administrative Services and Strategic Executive Team (ASSET). Facilities Services consists of approximately 250 employees and includes the following operational units: Maintenance Services, Central Plant, Environmental & Resource Services, Energy & Engineering, Client Support Services, and FS Administration. The Assistant Director is responsible for the coordination and delivery of a variety of human resources duties in support of organizational management. The Assistant Director advises and provides consultation to management on workforce planning, compensation and classification, job descriptions, recruitment, personnel policies and procedures, employee and labor relations, and other areas of human resources. Serves as the point of contact for a diverse workforce, including union represented staff; responds to inquiries, questions, requests, and concerns, delegating work as appropriate. Gathers and analyzes human resources data for Facilities Services and organizational management. Represents Facilities Services as an HR professional on campus-wide workgroups and committees ensuring departmental needs are appropriately represented and addressed. The position oversees an HR Coordinator, who is primarily responsible for managing the leave of absence program, as well as an HR Assistant who provides daily administrative and operational HR support for employees and managers of Facilities Services. As part of the ASSET, PB&A HR Team, this position is characterized by a high degree of collaboration and coordination in the delivery of HR services to support Facilities Services.

Key Responsibilities

Recommends hiring of new employees, salary actions, terminations, and performance ratings.
  • Responsible for full-cycle recruitment and position management. In consultation with departmental management, develops job descriptions. Initiates recruitments, develops effective advertising plans and and recruitment timelines, and manages the entire recruitment process including reference checking, salary analysis and finalization of the hiring of candidates. Oversees HR Assistant in the administrative portions of this process. Reviews requests for salary actions: reclassification, equity and retention. Conducts analyses and makes recommendations in accordance with policy, campus local procedures, collective bargaining agreements, organizational/departmental procedures, state and federal laws and regulations. Is the HR point of contact for Facilities Services units; working with the ASSET Director of HR, advises and counsels management on difficult employee and labor relations issues, including discipline, performance management and terminations. Provides oversight to management on disciplinary documentation, in consultation with campus employee and labor relations as needed.

Works closely with direct manager and assigned staff.
  • Responsible for the management of human resources professionals primarily responsible for administering leaves of absence, recruitment coordination, timekeeping/payroll, and supporting departmental human resources, administrative needs. Provides guidance to direct reports to achieve goals in accordance with established policies. Serves as a resource to direct manager, as well as to client directors and managers.

Participates in developing and monitoring operational and budget processes, staff FTE, finance, human resources and space planning.
  • In consultation with Facilities Services leadership, and with the ASSET Director of HR, prepares internal guidelines and call documents concerning policies and programs, including performance management, merit, employee recognition (STAR, etc.), leave management, training and development, recruitment and diversity programs. Serves as the primary internal HR consultant and liaison with Facilities Services, in consultation with ASSET HR leadership, and with Central HR and other campus partners. Periodically reviews and recommends modifications to unit processes and procedures.

Trains and instructs staff to perform assigned tasks.
  • Provides training to direct reports on existing and new HR/payroll processes, systems or programs. Delegates work assignments as appropriate. Provides training, as appropriate, to Facilities Services managers, supervisors, and/or staff on HR or payroll related processes, systems or programs.

Serves as the Kronos Administrator for Facilities Services. Responsible for managing the timekeeping system, business structure, licenses, and overall departmental program to include training of new payroll administrators, supervisors, and employees. Resolves technical issues and partners with appropriate campus partners or vendors, as needed. Maintains all documentation and training materials related to Kronos Workforce Dimensions.

Participates in the development and monitoring of policies and procedures for department or department operations.
  • Develops and manages standard operating procedures related to departmental HR/payroll processes, programs, operations, and work flows. Collaborates with the ASSET HR team, as appropriate, to review and evaluate organizational unit processes for efficiency and standardization.
