Generic Scope
Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Custom Scope
Manages HR staff primarily responsible for administering personnel policies, programs, and procedures. Is a resource to the manager, chair, or dean on unit personnel practices. Receives assignments in the form of objectives and determines how to use HR resources to meet schedules and goals. Reviews and approves recommendations for HR programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
The Director of Human Resources (HR) for Student Affairs serves as the lead HR professional for the Vice Chancellor of Student Affairs (VCSA)(Org 25) and Intercollegiate Athletics (Org 38) organizational units. Additionally, the incumbent also serves as the Human Resources Business Partner (HRBP) for both organizations. This position will lead the delivery of Human Resources services to meet the individual needs of each organization and its stakeholders. The Director of HR will collaborate and build partnerships with the central campus HR Office and organizational leadership to develop integrated solutions to complex problems ensuring the implementation of leading best practices. This position reports to the VCSA Chief of Staff/ Chief Financial and Administrative Officer, this position serves as the primary human resources representative providing expertise in the areas of staff recruitment, compensation, disciplinary actions, separations, employee relations, labor relations, payroll, benefits, welfare programs, training and development, inter-location transfers, and other HR actions. The Director of HR serves as the subject matter expert providing human resources executive advisory support and recommendations to senior leadership. Additionally, this position is responsible for the coordination and delivery of HR services including the implementation of systemwide and organizational unit-level initiatives. As the lead, this position manages the daily operations of the unit including distribution and balancing of work assignments, identifies training and development needs for unit staff, and services as the point of contact at the organizational level for HR administrative matters and processes. This includes recommending, developing, implementing, administering, and evaluating current and new HR policies and as well as labor contracts. The Director of HR establishes goals and objectives to ensure proper internal controls and separation of duties. This includes managing systems and procedures to ensure stakeholders are informed and are provided with the appropriate tools. This position serves as the lead liaison with our Payroll Shared Services for payroll-related requests.

Key Responsibilities

Provides leadership for HR programs and services under VCSA and Intercollegiate Athletics organizations including the following functional areas: Compensation (salary placement, merit and recognition programs, classification/reclassification, equity reviews, and retention reviews, contracts); Organizational Design (organizational assessment, recommendations/action plans, process improvement, and design); Talent Management (talent acquisition, staff and student assistants recruitments; employee engagement and retention); Employee and Labor Relations (manages conflict, advises management on the disciplinary process, works closely with campus offices regarding escalated cases); HR systems (HRDW, org charts, HRMS, etc.); data integrity audits, reporting, and payroll review.

Hires, evaluates and develops support staff.
  • Leads the recruitment process and recommends candidates to be hired. Responsible for completing and communicating annual performance evaluations, managing employee performance including recommending discipline if needed, and workload management as well as training and development opportunities.

Recommends and establishes improvements or changes in personnel policies and practices which affect the unit or department.
  • In consultation with leadership, develops and implements procedures, internal guidelines, and call documents concerning policies and programs, including performance management, merit, employee recognition, leave management, accommodations, training and development, recruitment, and diversity programs that enable best practices; improve the delivery of services, and mitigate risk management concerns. Periodically reviews and recommends modifications to unit processes and procedures.

Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.
  • Participates in strategic workforce planning with organizational senior leadership. Provides guidance in staffing needs according to strategic growth plans. Makes recommendations regarding potential augmentations, reductions, reorganizations, and/or realignment of staff positions. Performs organizational unit-level analysis in connection with position reviews e.g., proposed reclassifications, promotions, equity adjustments, etc., and as related to reorganizations and recruitments. Oversee recruitment and retention strategies in consultation with senior leadership based on position requirements, specialization and availability, diversity objectives, and/or geographic scope. Oversees recruitment processes and practices for all appointments; develops job descriptions, in consultation with department management, and recruitment plans, and supports the hiring process.

Works with manager, other organization managers, and assigned staff; represents the unit in organization meetings and occasionally at system wide meetings on matters pertaining to personnel policies and practices.
  • Represents VCSA and Intercollegiate Athletics on labor issues, grievances, investigations, and disciplinary meetings in partnership with the appropriate HR, Central HR Office, Compliance, and Legal offices as required. Provides leadership and input on various VCSA, Intercollegiate Athletics, campus-wide, and UCOP work groups that support both organizations. Dotted line supervisor for HR Liaisons, providing management and oversight for all HR functions and services delivered within the units.

May oversee analysis and policy development for issues and processes.
  • Identify and implement processes to manage complex personnel actions for Career and Contract Staff, student assistant appointments, and limited staff members. In consultation with senior leadership and campus Human Resources, provide HR expertise in evaluating organizational and job design, business processes, technology utilization, and compliance risks. Make recommendations, standardize business processes, and leverage technology-based solutions that lead to efficiencies in workflow and communication. Responsible for analyzing data and providing reports for all HR activities.

Works closely with the Payroll Shared Services for all payroll related items and processes. Coordinates monthly meetings with the Payroll Shared Services and works on process improvement initiatives. Ensures adequate support and services are being provided from the Payroll Shared Services unit.

Manages a team of support staff and professionals (may include supervisors).
  • Serves as the lead HR advisor on the full scope of HR-related issues with a focus on guiding decisions to meet the strategic needs of each organization. Develop the HR team?s goals and long-term vision for the delivery of HR services including the utilization of applications and procedures. Serves as a resource to direct managers, as well as to client directors and managers.
