Department Custom Scope
Student Well-being, Intervention, and Follow-up Team (SWIFT) is a newly created department in the Division of Health, Well-being, & Safety (HWS). The SWIFT Crisis Response Director is responsible for overseeing the response to students in mental health crisis, after-hours, and connecting them to support and resources to positively impact their general well-being, which is necessary for academic success. Based on organizational objectives, the Director leads and manages the SWIFT department by providing strategic vision and creative leadership in service design, program development, marketing, implementation, evaluation, and assessment of services designed to assist undergraduate and graduate students in their academic, personal, and social development. The Director is responsible for managing the departmental operating budget, which involves complex multiple fund sources. The Director also collaborates and provides leadership with ongoing campus cross-functional and organizational e?orts to promote health and wellness to reduce high-risk behaviors among students and strengthen campus crisis intervention. This role will have a dual reporting line to the Associate Vice Chancellor - HWS (and/or designated HWS leader) and the Director of Counseling and Psychological Services (CAPS) to address the required credentialing and privileges of licensed clinical practice on campus. This role will work closely with all departments within HWS, and all campus partners, but speci?cally: the UCR Police Department, Campus Advocacy, Resources & Education (CARE), Counseling and Psychological Services (CAPS), and Student A?airs Case Management (SACM).

Masters or Doctorate degree in clinical or counseling psychology, or other behavioral health discipline required. Preferred

Key Responsibilities

Manages daily operations and oversees the work of licensed clinicians and / or counselors providing counseling and assessment services, crisis intervention, individual and group therapy and / or testing.
  • Assess student mental health crisis needs and develops and implements programs to meet these needs. Oversees and contributes to emergency consultation and assistance, including after-hours on-call. Consult with campus mental health teams to ensure provision of services to UCR community, including involuntary hospitalizations (e.g., 5150 holds).

Ensures quality of services, adherence to protocol and compliance with internal policy and regulatory agencies. Responds to complex or escalated patient or staff issues.
  • Develops and communicates performance and evaluation standards for SWIFT staff at all levels in accordance with applicable legal, UCR, and UCOP guidelines. Privileging/Credentialing standards. Ensures departmental compliance with UC standards and oversees quality of care and adherence to protocols for all clinical services. Oversees analysis and policy development for processes and issues. Ensures compliance with professional standards of practices for licensed clinicians practicing in university settings, ethical guidelines of the profession, laws of the state, and university policies. Keeps abreast of changes in legal and accreditation standards, developing, implementing, and monitoring necessary changes in procedures and/or protocols. Oversees quality of care and adherence to protocols for all clinical services, as well as the analysis and policy development for processes.

Develops and monitors operational and budget processes. Ensures staffing meets client needs. Oversees space planning.
  • Oversees departmental budget involving multiple funding sources and types of funds. Identify resource needs and develop guidelines for expenditures and budget priorities, that are consistent with campus, HWS, and departmental goals and objectives. On an annual basis, prepare and present a budget request to the Student Fee Advisory Committee. Research new sources of grant funding to augment resources available to the department.

Partners with University leaders to develop long-term goals for counseling/behavioral health programs. Develops programs, directs implementation and evaluates e?ectiveness. Establishes service, productivity and cost containment metrics and tracks results. Additionally, establish positive working relationships and work in collaboration to develop and implement programs with key campus partners including but not limited to HWS departments, student a?airs departments, college student academic a?airs departments, the Graduate Division, UCR Police, and campus leadership.

Direct Clinical Services: Provides direct services as needed in support of the unit and to maintain credentials and privileges in alignment with UC standards of clinical practice. Services include: mental health screenings and triages in a high-volume, fast-paced environment; triage, counseling, clinical consultation, and/or psychotherapy utilizing knowledge of intersectionality, multiculturalism, and of diversity, equity and inclusion and their impact on psychological service delivery in a university setting to provide direct clinical care.
