Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Supervises Admissions Recruitment Specialists and support staff and administers a portion of an admissions or recruitment program. Independently oversees day-to-day operations, and determines goals and performance expectations of subordinates. Makes recommendations on improvements to program/function to manager(s).

Department Custom Scope
The purpose of the Assistant Director of Nonresident Recruitment and Evaluation is to oversee all aspects of out-of-sate recruitment and application evaluation for both freshman and transfer populations with the UCR Undergraduate Admissions Office. In concert with the Director of Undergraduate Admissions, the incumbent is responsible to annually develop a strategic plan in line with the campus and Enrollment Services strategic plans to meet nonresident enrollment objectives. Under the general supervision of the Associate Director, the incumbent supervises full-time Admission Specialists who collectively are responsible for the recruitment of freshman and transfer applicants to UCR. This position will require out-of-state travel to recruit prospective and admitted students by providing oversight at various programs and events as well as participation in consortium travel and conferences.

Key Responsibilities

Description % Time
Oversees and evaluates operational processes and recommends changes to streamline operations; participates in development and implementation of process improvement initiatives.
  • Ensure that staff is utilizing up to date UC and UCR policy and procedures for non-resident recruitment and evaluation. Develop and oversee work related to applicants in special programs as well as the appeal process. Evaluate and implement necessary mid-course adjustments to the evaluation process due to a constantly fluid environment and update staff accordingly. Make recommendations for upgrades and adjustments to the UCR Evaluation Work Tool, Banner, Slate, ApplyUC and MyUCR.

Provides guidance to subordinates on most complex issues.
  • Develops policies and procedures, trains staff, and implements changes to international requirements for both UC eligibility and UCR comprehensive review and major selection. Annually develop a comprehensive and detailed recruitment and application evaluation training plan (to include norming sessions) and develop and maintain training materials and resources staff can use in making admission decisions. Provide structured professional growth opportunities for admission counselors.

Monitors employee performance to ensure goals and objectives of the unit are met. Oversees the day-to-day operations of the unit.
  • Define individual admission counselor duties, procedures, goals and tasks with respect to recruitment and evaluation. Develop and implement quality control processes to ensure admission decisions are made consistently, fairly, and accurately. Monitor the fall and spring visit schedule, admission counselor production reports, work flow and assignments to ensure staff members are utilizing their time efficiently and that all deadlines and timelines are met.

For Non-Resident population, Develop an annual strategic plan in line with the campus and Enrollment Services plan to develop strategies to realize campus undergraduate enrollment goals. Assist in the development of department objectives and KPI's. Develop long-and short-term budget projections for the Non-Resident Recruitment and Evaluation unit. Monitor and track expenditures and ensure expenditures do not exceed annual allocations.

Participates in development of department communications. Reviews and revises applicant messaging as appropriate throughout admissions/recruitment cycle.

Interface with representatives from the Office of the President, other UC campuses and participate in system wide planning meetings to implement centralized processes such as shared evaluation and share best practices regarding local campus recruitment and admission practices.

Coordinate the evaluation and review of coursework for the Education Abroad Program (EAP), Opportunities Aboard Program (OAP), and the Admission Preparation Program (APP) participants in collaboration with the International Student Scholars Office and University Extension, International Education.
