Generic Scope
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.

Custom Scope
Responsible for supervising the administrative services of a large academic department within a school OR college OR non-academic department (program). Typically reports to a manager. Administrative services include all or some of the following functions: IT, facilities, student services, contracts and grants, budgetary financial management and/or human resources. Supervises support and/or professional staff.

Department Custom Scope
The Financial and Administrative Officer for the Anthropology/Sociology Administrative Unit provides oversight and coordination of the financial and administrative support functions of the corresponding academic departments. The position reports to the Department Chairs and the College's Assistant Dean & CFAO, and has primary responsibility for providing management, coordination and oversight of the daily operations of the department(s) including financial, human resources, academic support, contracts and grants, facilities management and other operational matters. The Departments academic personnel include ladder rank faculty, lecturers, Visiting Professors, Researchers, Associate Ins and Teaching Assistants. The departments offer both undergraduate and graduate degree programs. The total operating budgets for the departments is over $7M. This position manages business, accountability, stewardship, publicity, and support functions in the departments and CHASS goals and objectives. This position will develop strategies and policies, and functions with a reasonable degree of autonomy in collaboration with the Chairs. The full salary for the Financial & Administrative Officer position is $78,700.00- $145,100.00 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

The FAO is responsible to provide leadership for and supervision of the independent academic departments' financial operations (budgeting, account reconciliation, purchasing, travel reimbursement, financial planning, contract and grant administration, sales and service, etc. and administration of all funds. Ensures that departmental and extramural accounts are properly monitored, fiscal controls are in place, and timely reporting occurs. Reconciles financial reports to the Universitys general ledger, ensures that all financial transactions are reviewed promptly and that all required correcting entries are reasonable, approved, appropriately documented, and posted in a timely manner. Provides proactive financial management to minimize correcting entries. Responsible for the application of all University policies and procedures in support of the departments financial and purchasing operations. Exercises independent judgment in solving day-to-day operational issues and matters as well as making recommendations concerning departmental resources, policies, practices, and operations.Anticipates operational problems and develops solutions to mitigate them. Keeps the Chairs and Asst. Dean & CFAO apprised of problems, concerns and resolutions as appropriate.

Oversees account records, expenditures and balances, and advises departments of allocations and curtailments in expenditures as needed. Oversees staff for department expenditures of all University funds including General Funds, other state funds, contract & grant funds, gifts and endowments, foundation funds, and sales & service funds. Supervises the year-end fiscal closing of all accounts in a timely manner.Analyzes department finances and administrative systems and processes seeking ever efficient ways to operate. Standardizes business and operational functions across the departments. Provides creative solutions to identified budget/financial issues or problems. Prepares detailed spreadsheets, analyses, and/or reports projecting departmental resources and expenses (e.g., academic and staff salaries, temporary academic funding, contracts & grants, operating funds and expenses, and special project funds in short-term and long-term). Responds to requirements and requests from the CHASS Deans Office,Accounting, InternalAudit and other campus offices.Acts as the liaison with UCR Foundation; assists in the establishment of new donor fund accounts and the distribution of donor fund accounts according to specified guidelines. Keeps current on emerging information technologies, particularly as they relate to departmental financial, purchasing, and facilities operations.Attends financial system user group meetings, college administrator and financial meetings, etc. Disseminate relevant information to the staff and academic management.

Provides advice and guidance to department Chair and other staff on issues of recruitment, employment, classification, Affirmative Action, employee professional development, immigration, sexual harassment,ADA laws and labor relations including those covered by bargaining units. Supervises the timely processing of all payroll and personnel forms; manage staffing; prepares (annual) merit increase recommendations and annual performance evaluations processes of non-academic staff. Provides job enrichment and encourage employee professional development. Effectively supervises staff and/or student employees reporting to the position.Anticipates HR and staffing related issues and develops solutions to mitigate them. Keeps the Chairs and Asst. Provides leadership and coaching for team building to provide quality service to faculty, students, and other departmental colleagues and outside entities. Provides oversight of the Academic Advisors in collaboration with the CHASS Director of StudentAdvising and provides input to the Director onAcademic Advisors performance reviews. Ensures adequate staffing to provide information on the graduate programs offered. Provides coordination and oversight of academic functions including graduate recruiting and advising, course scheduling, curricular changes, teaching assistantships and teaching assignments in collaboration with individualAnalysts, faculty, Chairs, Graduate Advisors and the Graduate Division.
