Generic Scope
Oversees through subordinate managers a large department or multiple smaller units, OR manages a highly specialized technical function/team. Has significant responsibility to achieve broadly stated goals through subordinate managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial, and physical resources, and functions with a high degree of autonomy. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines strategies for a program with organization-wide impact.

Custom Scope
Establishes objectives and work plans, and delegates assignments to subordinate managers. Reviews and approves recommendations for accounting department programs. Responsible for managing, preparing, administering, and directing accounting department resources. Involved in developing, modifying and executing policies that affect immediate operation(s) and may also have organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Department Custom Scope
The Assistant Controller reports directly to the Associate Vice Chancellor-Business & Financial Services and Controller and serves as the deputy of the Business & Financial Services division. The position is responsible for the leadership, strategic planning, and management of General & Plant Accounting, Extramural Funds, and Accounts Payable. Responsibilities include the development and management of accounting-related processes and controls involving the general ledger: contracts and grants, endowments, gift funds, sales & services, auxiliary and plant funds, cash management and banking, access and controls, and year-end closing and audit.

Key Responsibilities

Manage the strategic planning, organization, and operations of the following sections: 1) General Accounting section : UCR financial system operations, general accounting, plant/fixed asset accounting, service & auxiliary enterprise accounting, loan fund accounting, and campus banking/cash management program. 2) Extramural Funds Accounting section: Post award accounting for contracts & grants, gift and endowment fund accounting. 3) Access and Controls: Provide user support for UCRFS custom applications and Business Rules; Enterprise Access Control System, Ledger Reconciliation & Storage System, Cost Transfer Applications, web recharge.

Recommends changes to accounting processes, as appropriate, to increase efficiencies.
  • Develop and manage major accounting-related process improvements. Lead or participate in the development, design and testing of major systems, databases, and processes.

  • Establish, refine, and monitor appropriate business and process performance measurements and data for analysis.

Participates in interactions normally to gain cooperation of others, conducts presentations, and exchange accounting-related information.
  • Represent the Accounting Office in campus workgroups and committees as required to develop policy and implementation strategies. Develop and enhance training programs for campus in areas of responsibility. Provide guidance related to respective areas of responsibility to financial officers and administrators across the campus.

  • Implement contemporary human resources practices, including performance management and staff development programs.Oversee recruitments, hires, performance evaluations, assignments of work, merits, reclassifications, disciplinary actions and resolutions of complaints/grievances in areas of responsibility. In the absence of the AVC, serve as acting Divisional Head.

Oversees analysis and policy development for issues and processes.
  • Assist the AVC-FS with the development, establishment and implementation of the UCR's financial processes, internal controls, systems, policies and procedures that are effective, efficient and compliant with UC policy, GAAP, and GASB; and programs & policy to enhance compliance and control issues related to extramural funds, cash management, and payables.

Manage the year-end fiscal closing processes and reporting requirements according to UC, GAAP and GASB requirements. Oversee the month-end closing process to ensure financial information and reporting is accurate and timely. Coordination of Year-End Financial, Sales/Use Tax, and NCAA audits. Coordination of Annual A-133 and agency audits.
