Custom Scope
Facilities Project Manager with experience who is responsible for coordinating all phases of building projects and facilities modifications, from establishment of design concepts through design implementation, or coordinates specialized and critical components of projects. Acts independently, receiving guidance at each key phase of the project. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

Department Custom Scope
The Planning, Design & Construction department and the Office of the Campus Architect manages the programming, design, regulatory plan review and permitting, and construction of all new campus construction projects, and the remodeling and alterations of major and minor capital projects, as well as numerous facilities projects and smaller equipment installations, modular furniture construction and installation, and other small non-capital projects, with an active project load of over $1.1 billion. The Permit Program Manager assists in the mandated regulatory compliance for the design and construction efforts on campus. This position acts as the technical expert and is exclusively responsible for managing, monitoring and maintaining Building and Safety?s software applications. The Permit Program Manager manages and oversees plan review and permit processing for all projects. This position provides guidance and training, to all campus departments and personnel, regarding the permit issuance process on all construction projects for both on and off campus construction project sites. The Permit Program Manager independently makes necessary modifications to all processes related to project plans, specifications, and permit processes and documents.

Meets with clients to help define project scope and program; manages the project program.
  • Coordinates the provision of efficient and effective service delivery to customers; handles difficult and complex customer service situations; identifies and recommends opportunities for improving service delivery methods and procedures, and acts as a resource to all campus departments regarding processes status and disposition of permit applications, plan reviews status and permit issuance on all construction projects; ensures projects are progressing according to Building Permit Program deadlines, project schedule, anticipating and mitigating delays and bottlenecks. Resolves problems and recommends solutions related to plan review process, projects and scheduling to minimize significant impact on overall goals.

Formally establishes project plan, including working with other units, departments and the Office of the President (i.e., SMCP, Budget Office and other Capital Project Units) to facilitate this effort and ensure funding transfers.
  • Coordinates complex plan reviews and approvals with internal UCR departments and outside agencies including Facilities Services, UCR Police Department, UCR Fire Prevention (DCFM), UCR EH&S Department, Transportation Department, Riverside Public Utility, SWRCB, and others as needed.

Ensures plans and specifications conform to the program.
  • Coordinates complex design-build construction packages; confer with project managers, project assistants and design professionals regarding construction documents submittals, plan review processes and comments, UCOP, state and local code plan submittal requirements and coordinating multi-agency application approvals.

Creates project in project management software application, including systematic reporting and updating of project status as required by Capital Projects Management, including budget and schedule.
  • Manages, monitors and maintains Building and Safety's three software applications (Citizenserve, Cforms, and Bluebeam). Recommends, coordinates, and implements system and program enhancements and maintains Building and Safety software. Creates software templates and application subtypes for events. Maintains project documentation and logs, and assists with inspection scheduling, final sign off and approved construction and documents.

Hires architectural/engineering firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings and manages the services of the architects and engineers.

Reviews cost estimates, establishes project schedule and budget and reviews with clients.
  • Works with consultants providing construction plans for peer review and requests proposals, assists in projecting future Building and Safety Department costs.

Bids or negotiates construction contracts, reviews and manages construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List, and acts as liaison among project participants, resolving problems or conflicts.

Ensures project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to Physical Plant Services.

Performs organizational, departmental and administrative activities not directly relating to projects, including serving on committees representing department or unit.
  • Regularly Attends and participates in professional group meetings; stays abreast of new trends, innovations and laws affecting the building plan submittal and permit approval process. Identifies, develops and implements new policies and procedures. Develops, updates and maintains information on the Building and Safety Department Website. Receives, and acts upon, all campus requests for assistance. Initiates and implements the modifications and enhancements to current permitting and inspection processes.

Provides and/or coordinates training to other campus units for Building and Safety Department processes and documents. Meets with other campus units to modify and enhance procedures creating more efficient work methods used between various departments.

Manages and coordinates work of assigned staff and monitors work flow; reviews and evaluates work products, work methods and procedures; meets with staff to identify and resolve problems and correct deficiencies.

Performs related duties as required by Executive Director of Building, Safety and Emergency Management.
