Position Purpose

Under the general supervision of the Business Analyst Manager of VCSA-Technology Services, the Project Manager (PM) is responsible for the overall project management of VCSA TS projects. This includes requirement gathering, customer coordination, policy compliance, cost analysis, lifecycle management, configuration, documentation and appropriate use of ALM tools. This position will manage projects related to; custom software, commercial off the shelf software, cloud based applications and infrastructure projects. This role is responsible for identifying and resolving project issues, mitigating risks and project scope management, and devising communication plans.

The PM will also perform business process design, application and systems testing and other supporting activities as required for project completion.

This position will perform work that requires constant communication with stakeholders, including status reporting, risk management and escalation of issues that cannot be resolved by the project team. The PM will perform multiple roles including business analysis work, trainer and process designer.

The PM demonstrates an advanced understanding of complex technology solutions, business operations, and process optimization. The PM will work with Business Analysts (BA) to develop the direction for the application portfolio, develop functionality road maps, and automate business processes for the entire unit.
This individual will guide others who are less skilled in technical analysis, business analysis, and project management.

The PM will successfully engage in multiple initiatives simultaneously and balance competing priorities and schedules to ensure consistent project success.

The PM is part of the Vice Chancellor Student Affairs Technology Services team, the second largest IT organization on campus, dedicated to creating a positive experience for our students and staff that serve our students. VCSATS provides, manages, and supports all information and computing services and technology for the division of Student Affairs. This includes support for the Student Affairs Divisional Office, the Office of Undergraduate Admissions, the Office of the Registrar, the Financial Aid Office, the Dean of Students Office, the Career Center, the Student Health Services center, the Counseling and Psychological Services center, the Book Store, the Dining/C-Store operation and Residential and Student Service Programs. In total VCSA supports more than 30 departments on campus.

VCSATS supports 20,000+ undergraduate admissions applications and tracks the registration and enrollment for all resulting admitted students. VCSA-TS manage systems that support these activities as well as the conduct cases and the administration of public service programs. VCSA Division also registers and supports over 800 student groups while supporting over 4,000 resident students and a day-to-day population of approximately 24,000 customers.

Lead and/or participate in project execution. Work with project team members, to determine design specifications, time lines, resources, risks, issues, budgets and priorities.

Manage risk assessments, business continuity and disaster recovery plans for projects

Work as the single point of contact between the project team and stakeholders.

Manage the technical challenges of applications and new product development; identify, communicate, and manage moderate levels of technical risk.

Manage key initiatives: planning, executing, controlling, and closing processes

Organize and provide project leadership; provide innovative solutions to complex problems; and maintain accountability for project objectives.

Evaluate requests for system enhancements and develop schedules for completion.

Work independently with users to define concepts/problems, project scope and act as the lead project manager.

Drive and challenge business units on their assumptions of how they will successfully execute their plans.

Communicate key elements of one or more technology architectures to technical and business audiences.

Develop and manage project budgets.

Create and maintain accurate and complete project documentation. This includes use of VCSA TS ALM, project management tools, service management tools, following procedural requirements and creating a complete project record.

Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.

Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.

Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: Functional requirements (Business Requirements Document), Use Cases, and GUI, designs.

Utilize experience in using enterprise-wide requirements definition and management systems and methodologies required.

Work independently with users to define concepts and under direction of project managers.

Assist in preparing the organization for the next generation of technology advancements.

Drive and challenge business units on their assumptions of how they will successfully execute their plans.

Develop comparative tools to help select between solution alternatives using a range of techniques.

Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
Application Lifecycle Management - Governance 10
Manage project s that range from simple to complex for VCSA Division that requires collaboration with multiple campus departments and vendor(s.)

Oversee the day-to-day operations of third party vendor products, including support, planning, and directing the long-range objectives of the organization.

Specify, implement, maintain, and support complex business systems supporting divisional operations.

Analyze user requests for maintaining, upgrading, or developing system and/or software application, including preparing cost/benefit and feasibility analysis.

Prepare budget proposals for third party vendor product support needs, technology driven initiatives, and software/hardware requests, based on needs assessments, product evaluations, budget constraints, feasibility studies, and implementation strategies.

Provide complete lifecycle management for complex business systems.

Evaluate security needs by preparing risk assessments; researching available technology; preparing feasibility studies; and providing recommendations.

Maintain up-to-date knowledge on VCSA Division-relevant subject matter such as policies, procedures, laws, legislation, and best practices. Consistently perform work based on that knowledge.

Prepare cost/benefit analysis of alternative solutions and specify alternate program design approaches.

Consulting and Special Projects - Information Technology 10
Provide high-level software and/or hardware consulting and guidance to the campus community; assess needs; recommend solutions; forecast and plan for budgetary requirements.

Serve as technical contributor with a full technical and sound understanding of systems, operating systems software, and hardware interrelationships.

Provide advanced technical direction for systems with multiple tasks or interfaces, including responsibility for system integrity, recoverability, and controls.
Software Support and other duties as assigned 10
As part of the department and as part of the business analysis team, perform a wide range of IT, user support, help desk, incident/emergency response and planning tasks.

Contribute to making VCSATS a great team and a great place to work.

Lead training sessions and best practices meeting to share learning with other team members.
