Position Purpose

As part of the Office of Faculty and Staff Affirmative Action (OFSAA) leadership team, this position reports to the Associate Vice Chancellor of Diversity, Excellence and Equity and Assistant Vice Chancellor/ Director of OFSAA and to the Associate Director of OFSAA to form a team to implement a new data-driven initiative that places data management and data systems as the core strategic initiative for maintaining the University's affirmative action federal regulatory and legal compliance; and developing proactive strategies to promote diversity. This position is responsible for the strategic direction and management of the OFSAA's affirmative action management data system initiatives.

DATA MANAGEMENT/REPORTING 50
Serve as the campus resource for institutional information and data regarding Faculty and Staff gender/ethnicity data and related affirmative action/diversity statistics. Manage, develop and maintain an integrated data reporting infrastructure and continually updated data repository of Faculty and Staff personnel action statistics as it relates to Affirmative Action order to make this data readily available to campus decision makers by managing the new state­ of-the-art affirmative action management system (CAAMS). Responsible for ensuring CAAMS is fully operational to produce the University's staff and academic Affirmative Action Plans and Placement Goals for each Identify and resolve procedural and systems problems working with UCOP, Human Resources, Academic Personnel, Computing and Communications, and other campus constituencies in order to improve the accuracy and completeness of data collection and reporting. Collect, examine, organize and analyze data from a variety of sources including (UCOP, Academic Personnel, Human Resources, National Opinion Research Center, US Census Bureau, Faculty and Staff Applicants, Academic/Staff Department and other governmental agencies) for the University's annual Academic and Staff Affirmative Action Plans which are produced annually. Respond to internal and external data requests as it relates to affirmative action and diversity statistics. Serve as Data Proprietor for the Affirmative Action office to ensure protection of restricted employee data. Prepare essential reports, trend analyses and studies regarding Faculty and Staff Affirmative Action/Diversity in response to inquiries from UCOP, UCR Executive Managers, OFCCP and other outside agencies. Develop and implement mechanisms for providing quality assurance in data reporting. Oversee, design, and develop customized systems and reporting of Affirmative Action Systems.
SYSTEMS AND PROJECT MANAGEMENT/BUSINESS ANALYSIS 25
Functions as part of a campus-wide team to manage OFSAA information technology infrastructure. Identifies long­ and short-range IT needs and solutions. Designs and administers departmental database and systems. Coordinates with Computing and Communications, Human Resources, Academic Personnel and other units cross-unit and campus-wide IT initiatives. Including, serving as the division's point person to ensure the OFSAA's new Complete Affirmative Action Information System (CAAMS) will link with the (1) Affirmative Action Information System (AAIS) to communicate campus-wide staff and academic progress toward goals and good faith efforts and (2) iRecruit and forthcoming APRecruit systems to supply availability and utilization statistical data to process short list reviews, including addressing on-going issues and changes around systems and end-users' needs. Participates in business process reengineering efforts. Makes recommendations and implements technology solutions to support OFSAA business applications into the enterprise campus portal. Manages and administers databases and systems that directly support the operations of OFSAA. Develops and manages office project management systems. Write executive summaries and reports. Represent OFSAA IT interests in discussions and negotiations at unit and campus levels, and with IT vendors, and create appropriate alliances and partnerships. Support integration of appropriate departmental business applications into the enterprise campus portal(s) where applicable. Including, campus-wide implementation of the Compliance Reporting Center (CRC)
INSTITUTIONAL PLANNING AND COMPLIANCE ANALYSIS/MANAGEMENT 15
Serve as the data point person during OFCCP audits, including: managing OFCCP audit data requests; producing affirmative action compliance data reports; coordinating and tracking requests to/from managers, organizational and department units; and coordinating and submitting post-audit data reports during the conciliatory agreements between OCCP and the University; and providing this data to the University annually as required by OFCCP current and proposed regulations. Lead responsibility for the data production of the Faculty and Staff Affirmative Action Plan; collaborate with UCOP and other agencies to ensure the technical and regulatory compliance of the Affirmative Action Plan. Provide overall management of campus-wide infrastructure and systems that support the implementation of the Faculty & Staff Affirmative Action Plans. Provide high-level analytical support to the Assistant Vice Chancellor/Director of OFSAA on special projects and strategic initiatives. Produce critical data analysis, information and reporting for Faculty and Staff Affirmative Action Plan: specifically adverse impact reports, utilization reports, hiring goals development and progress, availability analyses and compensation/pay equity analysis that is required on an annual basis per OFCCP regulations. Provide high-level analysis of OFSM business processes, formulate recommendations and implement refined OFSAA systems and procedures.
CAMPUS-WIDE CONSULTATION 10
Supply data, analysis and information to develop and deliver and/or oversee formal and informal data for OFCCP/AA/EEO compliance and diversity training workshops for campus managers, supervisors and departmental staff which is a year-long, on-going component of the assessment and evaluation of the Chancellor's Diversity Education Program: Making Excellence Inclusive. Collect and analyze diversity program data for assessing the progress of the Chancellor's Diversity Education Program: Making Excellence Inclusive which is an on-going process that occurs throughout the year. Assist staff and academic department personnel on usage of Affirmative Action related systems and reports. Provide analytical assistance to departments and development offices in meeting their compliance needs by assessing their requests and by providing them with the appropriate reports for compliance. Including, collaborating with campus partners to complete campus compliance matrix, track Office of Federal Contract Compliance Programs (OFCCP) progress and affirmative action-oriented related programs.
