Position Purpose

Under the general direction of the Assistant Director of Transfer Recruitment and Evaluation, the Articulation Officer is responsible for the management of the campus-wide articulation system, the planning, implementation and expansion of articulation agreements statewide and transfer initiatives relating to articulation. The position requires extensive knowledge of UC Riverside Undergraduate Admissions policies and curriculum with special emphasis on polices relating to community college course curriculum articulation in addition to all areas of evaluation for freshman and transfer applicants. The position serves as chief liaison with the California Community College Articulation Officers, faculty, counselors, senior administrators, UC Riverside faculty, College Academic Advising and academic department staff regarding policies and general regulations concerning complicated issues and problems related to course articulation. In coordination with the Director and Assistant Director of Transfer Recruitment and Evaluation, recommends policy changes as it relates to community college transfer articulation agreements. Continually reviews and assesses the effectiveness of these articulation agreements. This position is responsible for evaluation of transfer applicants; counseling and advising of the general public including, but not limited to, prospective applicants, parents, faculty, and administration on admission-related issues; and participates in various recruitment and yield activities. The position interprets the complex requirements for admission and makes independent decisions regarding the acceptance of transfer coursework from domestic and international institutions to the University.

Technical Analysis and ASSIST Design: Oversees the development, maintenance, and timely publication of UCR annual articulation agreements in the statewide ASSIST database. Writes and publishes verbiage in ASSIST which clearly presents UCR course articulation, undergraduate admission policy, and campus selection criteria. Analyzes and interprets the UCR College Executive Committee Minutes, UCR Academic Senate Minutes, Committee on Course Minutes, and the UCR catalog to compose annual major preparation agreements in ASSIST. Maintains detailed familiarity with the ASSIST software functionality to maximize the use of the available technology to facilitate the on-going maintenance of the UCR/community college articulation agreements. Maintains close relationship with the ASSIST Coordination Site to stay abreast of software enhancements and new technology. Attends ASSIST technical trainings and serves on ASSIST sub-committees to promote the standardization of the articulation format for 4-year institutions.

Consultation and Negotiation with UCR Faculty and Staff: Serves as liaison between UCR campus faculty and academic units, and community college campus faculty and academic units regarding the development and maintenance of published articulation agreements. Negotiates and confers with UCR faculty and academic units regarding the revision UCR articulations decisions, as well as changes to major preparation and breadth requirements which affect articulation. Establishes and maintains regular verbal and written contact with University faculty, Associate Deans, and academic advising staff to maintain accurate dissemination of UCR faculty decisions pertaining to articulation and transfer. Advises UCR faculty and staff and CCC faculty about sensitive course credit issues related to statewide and campus articulation concerns, such as IGETC, UC transferability versus articulation, and determination of transferability of courses taken at other 4-year institutions.

Community College Liaison and Advisor: Point of contact for community college counselors, faculty, and staff regarding matters related to articulation, including transfer information, major preparation, admission, and eligibility requirements. Serves as the campus liaison regarding IGETC issues and concerns. Establishes and maintains professional relationships with articulation officers regionally and statewide. Interprets policy and procedures and curricular developments established by UC and by UCR faculty committees such as Academic Senate, Board of Admissions & Relations with Schools (BOARS). Serves as campus contact and active participant in the professional organizations local and statewide; i.e., County Articulation Council (CAC), California Inter-segmental Articulation Council (CIAC), Southern California Inter-segmental Articulation Council (SCIAC) Executive Board, Inter-segmental Major Preparation Articulation Council (IMPAC), ASSIST Board of Directors. Ensures continuity between the information recorded in ASSIST and in SIS+. Works with community college articulation officers to support (as appropriate) that the Office of the President accept specific community college course for transfer unit credit. Responds to requests by the UC articulation analyst to obtain UCR faculty opinion on community college course content and applicability.
Admissions: Recruitment/Evaluations/Counseling 25
Responsible for admission decisions, to include full consideration of academic record and subject criteria such as special talents, disabilities, low income, personal difficulties, and special programs. Determines eligibility and renders admission and deferral decisions, exercising professional judgment based on broadly written policies. Independently reviews and admits, or denies applicants who do not meet minimum admission criteria. Clears or cancels provisional admission by assessing and verifying all official final documents for satisfaction of conditions of admission. Performs course by course evaluation of transfer credits. Responds appropriately to verbal & written inquires. Performs preliminary evaluations and counsels students and counselors regarding appropriate transfer courses for UC Riverside’s general education requirements, Transfer Admission Guarantee (TAG) requirements via the UC Transfer Admissions Planner. Conducts admission advising on campus and at community colleges to perspective students, parents and counselors, distributing UC Riverside recruitment materials as appropriate.

Prepare reports at the end of recruitment cycles and end of the academic year providing detailed accounts of college and high school visits and presentations made at college fairs and other. The end of the year report will provide suggestions for improvements in the upcoming year. Work as part of a team in the planning and organization of strategies to meet unit needs to include participation in committees and ongoing evaluation development projects.
