Position Purpose

Under the general direction of the Associate Vice Chancellor of Capital Programs, the Director of Physical Planning/Campus Landscape Architect is responsible for comprehensive campus physical, environmental, and landscape planning including administrative oversight, technical operations, policies and procedures, and supervision of staff. The Director provides technical and policy level expertise and guidance for all levels of campus clients regarding campus landscape and physical planning issues. The Director provides overall coordination of user committees and outside consultant activities; and oversees preparation of other planning reports and documentation as needed. The Director represents the Associate Vice Chancellor - Capital Programs in campus, Universitywide, external agency (e.g. city, county, state, federal, regional planning associations) and corporate/industry settings, including conferences and task forces, involving physical, environmental, and community-based planning issues.

Essential Functions

Operational Management and Campus Planning 60
Oversee all campus physical, environmental, landscape, and community-based planning activities, including updating the Long Range Development Plan (LRDP) and associated LRDP Environmental Impact Report (EIR).

Chair and lead campus wide committees for the effective development and implementation of planning strategies concerning physical planning and sustainable landscaping. Make presentations, facilitate meetings, and moderate discussions.

Represent UC Riverside and the Capital Programs Office regarding physical, environmental, landscape, and community-based planning issues with the central campus offices, City/University Task Force, Office of the President, City and County of Riverside, external planning agencies, and community constituent groups.

Provide technical and policy level expertise and guidance for campus executive leadership, and various campus committees and work groups.

Oversee the overall operation of the work unit and coordination of internal technical staff, including the formulation and administration of policies and/or programs pertaining to it.

Manage external consultants and management contracts for external planning/environmental/engineering firms, including the monitoring of sub-consultant's work (e.g., traffic engineers, landscape architects, and cost estimators).
Consultation, Compliance, and Analysis 30
Ensure that all campus physical development, including on-and off-campus properties, satisfy the requirements of the campus 2005 LRDP Amendment 2 and the associated LRDP Environmental Impact Report (EIR), and the Campus Design and Landscape Guidelines.

Direct the preliminary environmental assessments for all capital projects on campus ensuring compliance with the California Environmental Quality Act (CEQA) and provides technical support and review for off-campus projects.

Provide and/or direct the preparation of physical analyses and makes policy recommendations based on physical, environmental planning policies and design/landscape guidelines, campus signage program, sustainable sites policies, mitigation measures, and other programs related to sustainability and climate change issues to the Associate Vice Chancellor - Capital Programs, other university administrative officers, community representatives, and consultants.

Evaluate all proposed campus development in terms of design and landscape guidelines, land use, circulation, etc. relative to a proposed site.

Responsible for participating on all Capital Project Working Committees for capital development, independent coordination with user committees and consultation with technical staff in the Office of Architects and Engineers, Physical Plant, and external agencies as appropriate.

Develop appropriate documentation in support of the siting/physical development evaluation, such as graphic presentations, reports, and in certain cases Regents' Agenda Items for review by campus administration, and the Office of the President.

Represent the Associate Vice Chancellor - Capital Programs, in campus, University-wide, external agency (e.g. city, county, state, federal, regional planning associations) and corporate/industry settings, including conferences and task forces, involving physical, environmental, and community-based planting issues.

Minimum Requirements

Bachelor's degree in architecture, planning, engineering, public administration, facilities administration, or related field and 10 years of progressively responsible experience in planning, environmental, planning, landscape architecture, public administration or a related field, or an equivalent combination of education and experience.

Extensive knowledge of and experience with, urban, regional, and state-wide physical and landscape and environmental planning; landscape architecture, physical planning, and environmental terminology and methods; CEQA, including oversight and preparation of complex CEQA documents; local state and federal regulatory agencies such as the City of Riverside, Riverside County Flood Control and Water Conservation District, California Department of Fish and Game, the State Historic Preservation Office, and the US Fish and Wildlife Service, and their regulations; and direct experience with the National Environmental Quality Act.

Extensive skill and experience in writing and editing master planning and physical planning documents; landscape architecture, physical planning and/or environmental analysis; proficiency with Windows-based software, including spreadsheet (Microsoft Excel) and word-processing (Microsoft Word) programs and statistical and visual analyses, as well as preparation of reports and presentation materials; managing performance expectations and supervising the work of others.
