Position Purpose

Under the general direction of the Labor Relations Director, the Principal Labor Relations Analyst provides high level professional and analytical support to the campus in the areas of labor relations, contract administration, conflict of interest, and other areas as assigned.

The Principal Labor Relations Analyst is responsible for advising supervisors regarding employee discipline and dismissal actions, conduct of investigations, participating in collective bargaining, interpretation of collective bargaining agreements and University policies, management of grievances, and arbitration. This includes participating in systemwide bargaining teams, developing implementation procedures and training for new contracts and providing ongoing guidance and interpretation of contract language.

Management Consultation and Analysis 40
Advise managers and supervisors regarding the appropriateness of employee disciplinary and dismissal actions, layoffs, leave issues, etc., taking into consideration employment laws, policies, contractual provisions, and generally understood expectations of appropriate treatment of employees by management.

Participate in or conduct investigations regarding alleged misconduct/performance issues. May serve as primary/sole investigator for whistleblower and whistleblower retaliation complaints. Prepare fact finding reports for executive management.

Interpret collective bargaining agreements and applicable personnel policies for campus management, taking appropriate steps to ensure that contract/policy violations do not occur.
Union Relations/Grievance Handling 30
Manage formal grievances and complaints for both represented and non-represented employees, including determining eligibility of complainant, verifying time lines, assisting departments in preparing responses to grievances, and representing departments in formal grievance proceedings.

Act as management advocate in representing management in formal hearings/arbitrations.

Work with campus management and employee representatives (union business agents, shop stewards, attorneys) as needed to resolve conflicts and grievances.

Provide appropriate notice to unions regarding changes in terms and conditions of employment; meet with unions to discuss related issues.
Contract Negotiations 30
Represent campus management in collective bargaining negotiations to include collecting data in preparation for bargaining representing campus interests as part of local and systemwide management bargaining teams; developing proposal language for systemwide and local contract negotiations; and developing and implementing supervisory training related to contract provisions.

Education and/or a combination of education and experience equivalent to a Master's degree in a related field and demonstrated progressively responsible experience in the field of labor relations in the capacity of a senior-level analyst/specialist or higher.

Demonstrated leadership skills in leading projects, processes, or functions of significance involving collective bargaining, contract interpretation and administration, and grievance handling.

Excellent oral and written communication skills to effectively convey provisions of applicable personnel policies and bargaining agreements.

Demonstrated skill and experience with representing management at formal arbitration hearings and proceedings.

Strong mediation and conflict resolution/problem solving skills.

Demonstrated ability to consult and work effectively with all levels in the organization and develop informal cooperative relationships, to deliver high quality professional responsive consulting services.
