Position Purpose

Under the general direction of the HR Policy, Program and Project Manager, the Health Care Facilitator (HCF) administers the UCR Health Care Facilitator Program with the goal of ensuring faculty, staff and retirees understand and obtain the full benefits and services available from UC-sponsored medical, dental and vision plans.

Essential Functions

Health Care Facilitator Program Administration 50

Lead the development of new and revised HCF program goals, objectives and processes.

Collaborate with University of California, Office of the President (UCOP) to identify issues of concern, systematic problems, and opportunities for improvements in UC and health plan practices.

Facilitate all aspects on open enrollment (annually), including developing robust communications, training workshops and online resources.

Collaborate with health plan representatives to clarify coverage and resolve problems.

Collaborate with other HCFs by sharing information and best practices.

Ensure compliance with UC directives, including COBRA, Family Member Eligibility Verification (FMEV), etc.

Develop methods/metrics used to determine the effectiveness, satisfaction and/or compliance with the Health Care Facilitation Program.

Create, disseminate, analyze and summarize an annual benefits customer satisfaction survey.

Develop and maintain an efficient processing, tracking and recordkeeping system to ensure accurate and timely reporting.
Faculty, Staff & Retiree Counseling and Case Management 45
Counsel new faculty, staff and retirees on relevant health care services provided by UC.

Respond promptly to requests for assistance by faculty, staff and retirees in identifying and resolving a variety of health care service problems, including those involving eligibility, access, plan interpretation, claims, etc.

Develop and conduct health care/benefits workshops.

Lead/serve on workgroups and committees, as needed.

Minimum Requirements

Education and experience equivalent to a Bachelor's degree and four years demonstrated experience administering an employee health care program, including counseling employees on a variety of health care service problems, such as eligibility, access, plan interpretation, claims management, etc.

The ability to respond professionally, timely and appropriately in situations that may be highly emotional.

Ability to use discretion, exercise good judgment and resourcefulness, tact, diplomacy and maintain strict confidentiality.

Ability to establish and maintain effective working relationships with individuals at all levels of the university and outside agencies.

Knowledge of Medicare, Medicare coordination with retiree insurance and Medicare enrollment rules.

Demonstrated ability to develop and present benefits related educational workshops.

Extensive PC skills to prepare analytical and narrative reports and professional presentations, including advanced knowledge and skill in Microsoft Outlook, Word, Excel and PowerPoint.
