Position Purpose

The Estimator/Planner will perform a range of planning and estimating for preventive maintenance, repair, alteration, and minor new construction of buildings and equipment on campus or in buildings. Prepares inspection guides and check-off lists to assure that appropriate scope of work is met; verifies that work is to specifications, if not, details deficiencies and make recommendations for necessary corrections and adjustments. Prepares drawings, sketches and cost estimates; interprets plans, blueprints, specifications, technical directives, and orders; prepares detailed job orders in connection with preventive maintenance, repair, alteration, and minor new construction of University facilities. Analyzes work to be accomplished in line with accepted trade practices, pertinent specifications, drawings, and sketches; and distributes work orders to various departments, contractors and key stakeholders.

Contract/Project Administration Support 50
Provides project support to the Contracts, Estimates & Projects Administrator as directed or requested. Works closely on projects with the Contracts and Estimates and Physical Plant team.

Meets with campus representatives to review requests for work; provides design consultation and advice on building codes, safety codes, and regulations. Collaborates on alternative strategies with customer to achieve intended outcome while meeting budgetary and/or time constraints.

Takes contractors out on job walks to review proposed projects and provide interpretation on drawings and specifications. Prepares inspection guides and check-off lists, as requested, to assure that appropriate scope of work is met. Inspects work in progress and coordinates with campus customers on scheduling, access to work sites, and protection of surrounding areas.

Sequences work of contractor with Physical Plant and campus personnel to ensure completion of project within defined time and budgetary constraints. Collaborates with engineers, architects, campus customers, and contractors on estimates.

Makes determinations or approves proper classification of a project, based on defined scope and project costs involved. Transitions relevant documentation and information to the office charged with responsibility for delivery of the project.

Identifies and coordinates necessary actions needed to correct faulty work, or to meet new job parameters. Approves change orders as needed. Inspects work to ensure change orders are followed.

Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Maintains quality service by following organization standards.

Prepares reports by collecting, analyzing, and summarizing information and trends. Prepares and calculates project estimates for timelines, labor, materials and budgets.

Coordinates special programming and events that have campus or community-wide impact, such as Commencement and Service Providers Day. Acts as a liaison with Physical Plant departments and external vendors to ensure proper scheduling of activities. Provides a point of contact for customers needing additional design or other coordination services.
Estimating & Planning 50
Provides overall coordination of multiple projects ensuring timeliness. Prepares project schedules. Develops project plans for the duration of the project. Attends jobsite meetings, performs job walks. Attends pre-bid/site review meetings.

Maintains continuity among campus, department, and contractors by documenting and communicating actions, irregularities, and continuing needs. Consults with campus and department subject matter experts to discuss estimates and resolve issues.

Prepares work to be accomplished by gathering information and requirements; setting priorities. Verifies construction budget, finalizes funding sources; updates specifications; identifies and projects costs for each elevation. Resolves cost discrepancies by collecting and analyzing information. Identifies and quantifies cost factors, such as production time, materials, and labor expenses. Works to minimize exclusions.

Analyzes and develops cost options for new construction or renovation and maintenance projects, working with in-house and external groups as required. Summarizes results of analysis/cost estimates in a manner which can be easily understood by the customer. Consults with customers concerning potential cost savings alternatives.

Develops RFIs and clarifications and ensure adequate subcontractor coverage and shows interest. Prepares sub contracts, RFIs, change orders. Identifies & submit pre-bid RFIs. Qualify subcontractor/vendor bid responses. Coordinates bids from vendors and subcontractors, specifies materials; identifies qualified subcontractors; negotiates price.

Creates bid lists that fit scope of job, ensuring that we have the right subs for the project. Maintains a thorough understanding of the scope of each project for specific trades assigned. Performs a comprehensive "bid day" analysis and scoping of specific assigned trades.

Analyzes spatial needs of departmental work areas and relates same to the design of interior layouts. Determines materials necessary to meet planning criteria. Visits job sites to obtain additional data, measurements, and/or photographs.

Prepares design plans, drawings and specifications used by university and non-university personnel in the preparation of budgetary and competitive cost estimates.

Minimum Requirements

Graduation from college with a major in business administration, architecture, construction management, or related field; and five (5) years of experience at a professional level with emphasis on estimating and planning; or an equivalent combination of education and experience.

Demonstrated experience with standard procedures for administering construction contracts, including proper bidding methods, issuing change orders, awarding contracts and settling disputes. Knowledge of architectural and engineering concepts. Knowledge of construction scheduling and work sequencing. Knowledge of construction standards and codes including building safety, ADA, seismic and energy efficiency.

Demonstrated knowledge of the phases of construction, methods and procedures including carpentry, electrical/fire alarm, plumbing, lock/hardware/security systems, sheet metal/welding, painting, and climate control (HVAC). Knowledge of ADA regulations and requirements as pertains to public and university buildings. Knowledge of estimating techniques using established engineered man-hour standards for all types of construction. Skill in writing technical specifications and special conditions for construction contracts. Skill in reading blue prints and doing take-offs.
