Position Purpose

The Director of Asian Pacific Student Programs is responsible for the development of programs that provide support, education, and advocacy around issues related to Asian and Pacific Islander populations and culture, as well as provide support for this student population. In collaboration with the Assistant Vice Chancellor/Dean of Students and Assistant Dean of Students, the Director provides vision and leadership in design, organization, development, implementation, coordination, marketing and evaluation of centralized, comprehensive, innovative programs and services that facilitate personal, social, and academic growth of Asian and Pacific Islander students and the Asian and Pacific Islander community. The position's purpose is to direct the department, select and supervise the student and career staff, research and present educational events, develop and implement policies, develop outreach and retention programs, design the budget and account for expenses, prepare reports and evaluate programs. The Director will also collaborate with university faculty, staff and students to develop programs events and services that support the university's efforts to have diversity as a measure of distinction.

Supervises directly or indirectly 2.00 FTE permanent and casual staff, including hiring, training, evaluation, and corrective action as needed. Oversees a departmental operating budget of approximately $220K.

Provide vision and leadership in design, organization, development, implementation, coordination, marketing and evaluation of centralized, comprehensive, innovative programs and services that facilitate personal, social, and academic growth of Asian and Pacific Islander students and the Asian and Pacific Islander community.

Evaluate the needs and interests of Asian and Pacific Islander students and collaborate with student affairs colleagues, University Housing, faculty and student leadership to develop short and long term strategic goals for the Asian Pacific Student Programs (APSP) Center and to design programs to meet these needs.

Develop and implement a comprehensive set of social, cultural, educational development programs designed to facilitate the success and retention of Asian and Pacific Islander students.

Facilitate a positive, constructive environment for Asian and Pacific Islander students at the University.

Provide students with academic and personal guidance.

Ensure that department maintains comprehensive and up-to-date information about campus and community resources. Act as a resource to aid students in locating and utilizing campus and community resources through referrals.

Serve as liaison with Asian and Pacific Islander student organizations. Provide support and assistance to these organizations in the areas of recognition, recruitment, program and event planning, accessing University resources, understanding and negotiating University policies and procedures, organizational development and enhancement, fundraising, promotion and marketing , and communication. Co-sponsor and incorporate programming of student organizations into the Asian Pacific Student Programs calendar whenever possible.

Advise and consult with the Office of the Assistant Vice Chancellor/Dean of Students and Assistant Dean of Students on matters involving Asian Pacific Student Programs, campus and community Asian and Pacific Islander issues.

Make presentations at the UCR campus and surrounding communities to promote awareness and understanding of the issues facing the Asian and Pacific Islander community, especially as related to higher education.

Maintain network of Asian and Pacific Islander alumni, professional organizations, and community agents that may be helpful in the development of students and their organizations.

Evaluate programs effectiveness on an on-going basis, using appropriate assessment tools and utilize feedback to inform future priorities, enhancements, and initiatives which respond to the evolving needs of students and the University.

Participate in various recruitment and yield programs as part of the overall plan to meet UCR's enrollment goals and increasing ethnic diversity.

Plan and implement annual outreach activities including but not limited high schools and community college students.

Supervise and direct the activities of the staff and/or students including hiring, evaluating performance, assigning work, recommending annual merit increases, recommending reclassification, initiating disciplinary actions, and resolving complaints/grievances.

Ensure compliance with university personnel policies and regulations.

Develop, encourage, promote, and monitor professional growth and staff development of professional and student staff at all levels.

Foster a collegial atmosphere among the office staff and between the staff and various other campus departments and constituents.
Budget/Fiscal Management 15
Oversee annual operating budget and establish budget priorities consistent with campus and departmental goals and objectives.

Research and develop new sources of funding. Oversee the preparation, coordination, and submission of intra- and extramural proposals .

Develop and manage a program operating budget.

Ensure timely preparation of budget for presentation to the Student Services Fee Committee and the Office of the Assistant Vice Chancellor/Dean of Students.

Ensure that proper fiscal controls are established and maintained.

Develop and implement cross-cultural sessions to create awareness, encourage interactions, further understanding and promote education of Asian and Pacific Islander students and other members of the university community.

Collaborate with university faculty, staff and students to develop programs events and services that support the university's efforts to have diversity as a measure of distinction.

Serve on various campus and community committees.

Assume responsibility for special projects as assigned by the offices of the Vice Chancellor or Assistant Vice Chancellor/Dean of Students.

Actively participate in program planning for Student Affairs Division.

Serve on or Chair campus and system-wide committees or ad hoc task forces.

Maintain an active role in professional associations related to Asian/Pacific student and Student Affairs.

Bachelor's degree in a related field and significant experience as an advanced professional-level student affairs officer or unit manager/lead of a student affairs function or equivalent; or an equivalent combination of college education and experience.
