Position Purpose

Under general direction from the Manager of the Enrollment Services Department, the International Student Advisor serves as the primary advisor for students, faculty, and public participating in International Education Programs. It is required that the advisor maintain accurate and complete student records as required by law according to Department of Homeland Security, SEVP, Department of State, USCIS, and FERPA. Maintain institutional records through the use of Q2. Through advising, communicate with students and staff the regulations of the federal code as it pertains to individual visas and institutional policies. Develop and implement resources, materials, presentations to effectively provide information to students regarding immigration rules and regulations for F-1, B1/B2, visa waivers and J-1 visas throughout the entire matriculation process. Stay current with all federal regulations through NAFSA forums and Department of Homeland Security. Counsel students regarding educational issues such as course and program selection, class scheduling and registration, school adjustment, career planning. Counsel students regarding immigration issues, such as but not limited to, visa and passport issues, transfers, extensions, travel, change of program, terminations, and withdrawals. Advise individuals to help them understand and overcome personal, social, or behavioral problems affecting their immigration or educational situations. Provide immigration crisis intervention to students when difficult situations occur at school, such as academic, attendance, or behavioral issues that may lead to dismissal or emergency situations. Prepare students for later educational experiences by encouraging them to explore learning opportunities through completion of programs and transfer opportunities. Provide professional support for all other facets of student services in International Education Programs. Ensure maintenance of long‐term working relationships with international/institutional partners, government entities (state and federal), other UCR campus offices, and other universities and colleges.

Advisor and Designated School Official for F-1, B1/B2, Visa Waivers and J-1 Students and Scholars 85
Serve as Designated School Official for F-1 visas. Maintain SEVIS records as required by SEVP for all students who eligible for F-1 visas. This includes but is not limited to returning and new student registrations, creation of I-20's, program extensions, transfers, personal and financial updates, change level of education, shorten programs, program completions, curricular practical training, terminations and reduced course loads, etc.

Advise students regarding rules, regulations and procedures in relation to F-1,J-1, B1/B2, and visa waivers. Advising content includes but is not limited to Registration, program extensions, transfers, change level of education, shorten programs, curricular practical training, optional practical training, change of status, reinstatements, terminations, reduced course loads, etc.

Advise staff regarding rules, regulations and procedures in relation to F-1,J-1, B1/B2, and visa waivers. It is the advisors responsibilities to make sure that all institutional policies and practices are in accordance with Federal rules as created by Department of Homeland Security and Department of State.

Maintain institutional records for the Q2 database. This includes keeping accurate data in the IEP module that is immigration related. This includes personal updates, program dates, SEVIS numbers, passport and visa information, CIP codes, transfer information and tracking table updates. Continuously work with IT to update batching process through SEVIS.

Create and implement resources, materials and presentations to effectively communicate immigration issues with students and staff. Develop and present orientation presentations for all visa types. Develop materials such as the Transfer Packet, Academic Plan, Immigration Newsletter, Curricular Practical Training forms, Pre-Orientation Manuals, etc. Develop and present workshops for Curricular Practical Training and the College Entrance Seminar.

Stay current and updated with all federal regulations that pertain to the immigration environment. This is completed by staying in constant communication with Department of Homeland Security, SEVP, Department of State and NAFSA.

Counsel students regarding educational issues such as course and program selections, class scheduling and registration. This includes but not limited to advising on transfer plans and academic plans. Presentation of the College Entrance Seminar.

Advise individuals to help them understand and overcome personal, social and behavioral problems affecting their immigration or educational situations. This includes advising students when placed on academic or attendance probation by providing intervention that is appropriate for the situation.

Prepare students for latter educational experiences by encouraging them to explore learning opportunities through program completion and transfer opportunities. This task is completed by gathering resources from various local colleges and universities to share with the students. This includes informing students of the various majors, requirements, and deadlines of universities.
Assistance to Enrollment Services Office 10
Provide additional assistance at Returning and New student registration and orientations. Registration of students in Q2, adjustment of health insurance dates, and provide health insurance stickers.

Respond to inquiries from prospective and current students regarding any health insurance or admissions standards.
Assistance to International Education Programs Department 5
-Provide additional assistance to the remainder of the offices in the International Programs Department as assigned by the Associate Director or Associate Dean.

Education and experience equivalent to a bachelor's degree or higher.

Successfully pass a background check through the U.S. Department of Justice.

U.S. citizenship or permanent residence as required by the U.S. Department of Homeland Security and U.S. Department of State.

Working knowledge of complex immigration regulations. Ability to comprehend, analyze, and apply immigration regulations, including the Student and Exchange Visitor Information System (SEVIS).

Administrative experience in an office environment providing administrative support for staff and/or faculty.

Skill in coordinating administrative activities by determining the time, place and sequence of actions to be taken.

Superior communication skills to effectively and professionally communicate using tact and diplomacy with internal and external campus community including international visitors.

Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Ability to maintain confidentiality at all times.

Skill in reading and understanding complex and/or detailed documents such as proposals, contracts, policies, and procedures.

Ability to clearly communicate government regulations and university policies to international students and academic development personnel to ensure appropriate compliance.

Ability to assess and evaluate interactions from an international perspective, using practices in the field of international education
