Position Purpose

Under the general direction of the Executive Director of Housing Services, the Senior Director of Capital Projects for Housing, Dining & Residential Services (HDRS) is responsible for providing architectural, construction and project management, interior design services, support and assistance ensuring optimal physical conditions for all HDRS facilities.

Housing, Dining & Residential Services consists of over 2.3M gross square feet and 250 acres of university property, providing:
-Housing services to over 6,200 student residents in 3 residence halls, 5 apartment complexes and a family housing complex;
-Dining services to residents and the entire campus out of 2 large residential restaurants, 12 retail venues, and 5 convenience stores; and
-Programs, activities, and support to a diverse residential community.

The Senior Director is responsible for all minor and major capital projects for new facilities and building renovations from programming to completion. Collaborates with The Office of Architects and Engineers and Capital Programs during design activities related to student housing and dining services for renovation projects, new construction and/or major alternations of existing buildings and facilities, major maintenance, contract administration and all project fund management. Supervises review of all design concepts to ensure compliance with specific programs within HDRS. Acts as liaison between HDRS and all administrative, architectural, and contractor committees involved in all phases of the design and construction process. Manages multiple projects and oversees the preparation of project budgets. Recommends action on all HDRS requested design changes, construction change orders and participates in on-site inspections before final acceptance of projects for HDRS.

Construction and Major Renovations 35
The Sr. Director for HDRS Capital Projects represents HDRS during concept, feasibility, program development, schematic design development, interior design, construction, and occupancy phases of every project within the HDRS Capital Program. For Minor Capital Projects, the Capital Projects Director is responsible to prepare the scopes, budgets, schedules and request project approvals. Once requests are approved, the Director oversees preparation of detailed scaled drawings and specifications for all assigned projects, including but not limited to furniture, fixtures, equipment for kitchens, offices, Residence Halls, Campus Apartments and other HDRS Facilities or Departments.

Develops and maintains operational standards (i.e. locking systems, standard plumbing fixtures, CCTV equipment requirements, etc.) specifically for HDRS to inform architects and consultants regarding design standards. Monitors project progress, cost, and quality; resolves problems during any phase of each project. Attends all owner construction meetings and provides written updates and reports to the Executive Director of Housing Services. Communicates with project stakeholders within HDRS regarding projects, budgets, schedules, and construction impacts. Develops, prepares and manages project budgets, monitors and controls expenditures within the approved budget during the course of each project.

Participates as the HDRS representative in on-site inspections before final acceptance of projects by the University. Coordinates with HDRS staff for participation in the operational and performance testing of all building systems for new construction projects. This includes but is not limited to: HVAC, electrical systems, health, fire, and safety systems, diagnostics, elevators, kitchen equipment, telecommunications, information technology and verifies that all systems are operational and in compliance.
Strategic Planning and Design Services 35
Manages and oversees the strategic planning process for all HDRS capital projects and renovations requiring Capital Programs approval with project budgets from $35,000 to $150 million and above. Acts as a liaison and coordinates between administrative committees, Office of Architects and Engineers, Capital Programs, Campus Fire Marshal, and all other participants in the design and construction process. Evaluates information and prepares reports for HDRS leadership with respect to new and revised concepts of building design, utilization, funding and construction. Ensures all applicable projects adhere to UC Policy, Green Building Policy, specifically the principles of energy efficiency in conjunction with HDRS Sustainability Policies; includes sustainability in planning, design, construction, financing, renewal, maintenance, operation, space management, facilities utilization, and decommission of facilities and infrastructure to the fullest extent possible.

Maintains effective working relationships with all participants involved in the design and construction process, resolves problems, and other matters in question on the execution and progress of the design and construction work. Ensures proper coordination between consultants, Capital Programs, Office of Architects and Engineers and is responsible for developing and sustaining a long term working relationship with all University Departments having an impact on active and/or potential work for HDRS projects. Maintains planning documents as changes occur for the Strategic Plan for Student Housing, and the Dining Master Planning Study. The Sr. Director for HDRS Capital Projects is a member of the Project Management (PMT) and reviews proposals, interviews architects and consultants and participates in the selection of professional design staff.
Finance 15
Develops, prepares and manages project budgets and provides financial estimates to the Executive Director of Housing Services. Reviews cost estimates on all capital projects for accuracy and completion. Maintains project budgets in conjunctions with the Office of Architest and Engineers on all capital projects within HDRS. Monitors and controls expenditures within approved budgets throughout the course of each project. Monitors fiscal condition of assigned projects. Negotiates, monitors and analyzes all cost proposals for contracts on design. Monitors all related documentation and their effect on the projects' budget.
Contract Administration 10
Stays informed and monitors code changes and legal developments related to construction. Defines scope of work, project budget, and manages design construction contracts with applicable contract laws for small projects with a budget typically less than $100,000. Works closely with the Office of Architects and Engineers, Physical Plant and Purchasing on contract awards. Review contractor's proposed construction schedule and enforce general conditions of the contracts design services within HDRS facilities in conjunction with the Office of Architects and Engineers.
Asset and Space Management 5
Oversees the archiving and maintenance of all record drawings for HDRS. Conducts bi-annual space survey and reports data in the Facilities Mangement System (FMS) as needed. Provides new construction detail for inputting into the FMS.

Minimum Requirements

Bachelor's degree with emphasis in Architecture, Engineering, Construction Management or related field with a minimum of eight (8) years of responsible planning and design, and project management, preferably with university, colleges, or school systems; or an equivalent combination of education and experience.

In depth, successful experience in project budgets for high density housing, food and beverage operations, and construction renovation.
