Position Purpose

Under the direction of the Assistant Vice Chancellor of Housing, Dining & Residential Services, the Child Development Center (CDC) Director is responsible for planning, development, and implementation of all early childhood programs in support of the mission, values and goals of the University of California Riverside for two Child Development Centers. This position is responsible for the continued operation of the CDC focusing on an educational system for young children and providing education and early care to approximately 288 UCR student, staff and faculty children, a career staff of 41 teachers, assistant teachers and admin support, as well as student interns and work study students. The CDC Director ensures that operations are in compliance with regulations and policies at the University level as well as the State Department of Education-Child Development Division, U.S. Department of Education, Title 5 and Title 22. This position is responsible for an annual budget of three million dollars, which includes University Registration Fees, Parent Fees, State and Federal Contracts and Grants.

Responsible for control and management of the CDC's operating budget of over $3M. Review and approve expenditures, monitor revenue and projections of income from Registration Fees, CDE Contract, Child Care Food Program, Parent User Fees, CCAMPIS grant, and any other grants, awards and donations. Ensure financial processes and controls are effective, efficient and in compliance with applicable policies and laws.

Oversee CDC financial management processes and systems, ensuring that the processes and internal controls are effective, efficient, in compliance with applicable UC, UCR and HDRS unit policies and procedures, and that resultant financial information is complete, accurate and meets reporting requirements. Maintain departmental accountability structures and appropriate stewardship for resources and assets.

Review fee levels on an annual basis to ensure appropriate levels of income to fund expenses and other projected needs. Reviews include discussions with Parent Advisory Board to ensure that a consultative process is implemented. Periodically reviews staffing, programs, and other operational issues to ensure optimal efficiencies and effectiveness within the Center. Identifies new programs and systems for implementation to enhance the overall mission of the Child Development Centers.

Reviews and provides recommendations on teacher lesson plans and provides oversight on portfolio assessment. Ensure the work environment supports federal and state laws (e.g., FMLA, ADA, FLSA, etc.) and safety standards. Manage compensation of staff by working with HR, AVC to establish appropriate salaries, addressing salary inequities, managing the formal salary increase process with the department and creating informal reward systems. Manages all center staff and faculty including the administrative unit including 41 full time teachers. Organizes and directs staff to ensure that multiple operations of the center are performed successfully. Provides additional staffing programs using ROP assistants, work-study students, as well as internships through UCR, RCC and other local campuses. Create and sustain a focus on providing exemplary customer service.

Provides technical support and leadership to center's staff, Campus Advisory Committees, Childcare Task Force, relative to early care and education and development issues and services, and provides appropriate consultation and coordination with Housing Maintenance and other campus services. Responsible for maintaining strict safety and health standards for all students, staff, faculty as well as all visitors to the Centers. Coordinates the management of the California Department of Education, U.S. Dept of Education and Child Care Food Program contracts and grants, providing low cost services as applicable. Implements appropriate provisions of Title 5 of the Education Code and Title 22 of the Health and Safety Code for the optimal registration of the students using the facility to establish eligibility for subsidy for care services and the free lunch program. The Director is responsible for all program reports required for contract reimbursements and oversees administrative details of accreditation.

Responsible for communication via conferences, newsletters and other correspondence from the Child Development Centers as well as the Parent Advisory and Board and Parent Advisory Committee and keeps parents informed. The Advisory Board is organized and used by the Director in presenting and formalizing CDC policies, procedures and fiscal issues including rate setting. Develops and disseminates publicity for UCR Child Development Center
Programs and Services, including writing and preparing news articles, newsletters and brochures. Attends specific events and manages all public relations for CDC with the campus and Riverside Community. Controls and oversees administrative tasks of required documentation, monthly and annual reports as required by the CDE. Maintains communication with California Department of Education, and attends appropriate CDE technical assistance workshops, program meetings, Public Policy workshops, as well as U.S. Department of Education TRIO Workshops. Responsible for participating in campus programs, particularly programs closely aligned with the Centers' goals and objectives.

Implements programs for periodic in-service experiences for faculty and assistants as needed. Ensures that all staff are kept current on curriculum areas and teaching methods for early childhood training. Provides further linkages to these topics through attendance at professional seminars and development opportunities, sharing new ideas and directions with Center's colleagues.

Plan, develop and direct programs for the University of California, Riverside Child Development Center (CDC), consisting of two centers, to ensure compliance with the State Department of Education-Child Development Division and the U.S. Department of Education. Responsible for the implementation of long-term strategies to bring a wide array of affordable child development services to faculty, staff and students; responsible for the overall funding of the Centers to ensure on-going viability and examines the complex and interactive marketplace for financial and alternative child development programs. Assume line management responsibility for approximately 50 FTE and a $3M annual operating budget. Oversee the Centers' strategic planning process, including establishing and monitoring progress on objectives that support campus goals and philosophies. Establish, refine and use appropriate business and process performance measurements for Centers' operations.

Provide major leadership for capital planning for future capacity of the Child Development Centers. Develop in a shared-governance environment strategic CDC plans in support of campus growth and emphasize organizational values (University of California, Riverside; Housing, Dining & Residential Services (HDRS); and the Child Development Centers), and program standards. Ensures work schedules provide for regular faculty/staff meetings with agendas and appropriate follow-up; solicit staff input in decision-making when appropriate. Creates and sustains a focus on providing a safe environment for employees, students, and visitors. Plans for enrollment management to balance optimal space utilization/building capacity and financial necessity. Provides for periodic review for appropriateness and accountability with regulations and licensure including the California Department of Education (CDE) pupil/teacher ratios, licensing requirements, and the overall needs of the CDC. Analyzes parental requests and needs of young children for development of a curriculum conducive to the inclusion of new ideas, methodologies and philosophies. Balances the requirements of infant/toddler, pre-school, and kindergarten/after-school care with the overall goals and objectives of the Child Development Centers.

Monitor new legislation and implement policies to comply with legislation affecting the Child Development Centers to ensure operations are in compliance with regulations and policies with the University of California, State Department of Education-Child Development Division, U.S. Department of Education, Title 5 and Title 22. Studies external environment for legislative, financial and social development related to the provision of early care and education services.

Direct organizational planning for the multiple operations of the Child Development Centers, including designing effective and efficient organization structure/models, systems and business processes. Direct staff planning, forecasting of staffing requirements, recruitment, selection and development. CDC operations include: the nutrition program, educational programs, teacher training programs, research programs, parent education programs, school age summer camp programs and all other responsibilities as a university department and agent for the California Department of Education. Manage employee/labor relations issues and ensure personnel actions are in compliance with labor agreements, UC/UCR policies and HDRS unit procedures. Manage performance of staff by establishing and maintaining standards and goals that effectively measure performance and developing procedures that help ensure accountability.
