Position Purpose

Provides oversight and supervision in the operation, maintenance, repair and upkeep of the campus centralized steam, chilled water, vacuum and compressed air systems. In addition, the incumbent provides technical, administrative and coordination support by performing energy/water and utility management/infra-structure related project tasks and other campus Strategic Resource Management Plan (SRMO) related duties as required. Supervises Steam Plant Maintenance Operators, oversees work performed, makes work assignments, ensures staffing coverage, ensures technical skills competencies, conducts performance appraisals, employee counseling and discipline; recruits and hires steam plant personnel. Oversees the ongoing maintenance and repair of boiler and steam machinery and equipment. Ensures maintenance and operations efficiencies of boiler/steam support systems (selective catalytic NOX (nitrous oxide) reduction (SCR) system; compressed air, vacuum, feed water, condensate, cooling water and chemical treatment). Monitors operating efficiency and pollutant levels to comply with air quality regulations. Oversees the overall function and operation of Steam Plant equipment including air and vacuum systems, control systems, propane storage, transfer and gasification systems, and Thermal Energy Storage (TES) system to meet demand and efficiency. Ensures preventive maintenance on equipment and systems is performed as required. Maintains work order records and computer logs. Responds to emergency calls as necessary. Steam Plant Operations Supervision 60
Oversees the inspection, repair, maintenance, operation, calibration, and installation of all aspects of campus Central Utility Plant production systems (i.e. steam, chilled water, vacuum and compressed air) in a safe and efficient manner within University guidelines and constraints; supervise the isolation and restart of Central Utility Plant mechanical systems as required. Ensures the efficient operation of natural gas and/or blended propane water tube steam boilers. Monitors efficiency and air quality regulations while complying with industrial safety standards. Ensures efficient operation all Steam Plant equipment including air and vacuum systems, control systems, propane storage, transfer and gasification systems, and Thermal Energy Storage (TES) system to meet demand and efficiency. Maintains operating data in the form of paper and computer logs and records. Retrieves and enters information via computer terminal. Offers direction and oversees Steam Plan Maintenance staff.

Provides technical, administrative and coordinative support in performing energy/water and utility management/infrastructure related project tasks. Prepares analyses and reports as requested. Participates in campus Strategic Resource Management Plan (SRMP) duties as requested. Coordinates work with the campus customers, estimator and the Assistant Director. Assists in preparing cost estimates as required, and prepares shop work schedules. Coordinates with Buyer for procurement of materials and equipment in advance of scheduled jobs. Ensures preventive maintenance on equipment and systems is performed as required. Maintains work order records and computer logs. Responds to emergency calls as necessary. Steam Plant Personnel Supervision 40
Supervises Steam Plant Maintenance Operators, oversees work performed, makes work assignments, ensures staffing coverage, ensures technical skills competencies, conducts performance appraisals, employee counseling and discipline; recruits and hires steam plant personnel. Selects, trains and supervises steam plant workers ensuring proper methods and procedures are used, and that safety rules are observed. Makes recommendations for merit reviews, awards, and disciplinary actions. Makes job assignments to work orders and furnishes special instructions or information to ensure timely completion of each project. Makes visits to work site to ensure both the quality and quantity of work performed meets established standards. Audits time sheets, and keeps track of sick leave, vacation, and comp time.

Minimum Requirements

Five years of experience as a stationery engineer, journey-level pipe-fitter, steam plant operator, or boiler/chiller operator/technician, or an equivalent number of years of education, training and experience; and an additional five years' experience in a supervisory capacity.

Knowledge of State and Federal centralized steam and chilled water system related legal codes. Knowledge of industrial health and safety standards as they apply to boilers and chillers and related systems operations. Knowledge of all aspects of centralized steam, chilled water, vacuum and compressed air systems diagnosis, maintenance, operation, calibration and repair. Knowledge of preventive maintenance (PM) program design and implementation as well as the ability to effectively manage a complex PM system. Knowledge of centralized steam, chilled water, vacuum and compressed air engineering design standards and the ability to generate designs and specifications. Knowledge and ability to make recommendations as to mechanical system energy use and maintenance optimization.
