Position Purpose

The Environmental Programs Specialist performs visual and hands-on inspections verifying chemical and controlled substance inventory. Inspects labs and storage areas to ensure accuracy and compliance with governmental regulations and campus policy. Verifies chemical inventories, storage and use areas, and authorized staff. Conducts or participates in remote site inspections and assessments for regulatory applicability, and participates in program implementation where needed to achieve compliance. Moves hazardous chemical, biological and radioactive waste from the accumulation areas on campus to the central 90-day storage area. Conducts or participates in safe handling of hazardous waste for storage and shipment. The Environmental Programs Specialist prepares documentation related to tracking of corrective actions and trends in compliance audit results and performance. Conducts follow-up activities, such as documenting, tracking, training, educating, labeling, storing, and purging of controlled materials and substances in support of established corrective action implementation. Conducts or participates in storm water public outreach and education activities. Performs other duties as requested.

Conducts or participates in hazardous waste operations activities including laboratory cleanouts and pre-cleanout assessments, radioactive, biological and universal waste processing, and chemical hazardous waste pickups and segregation.

Performs visual and hands-on inspections verifying chemical and controlled substance inventory. Inspects labs and storage areas to ensure accuracy and compliance with governmental regulations and campus policy. Verifies chemical inventories, storage and use areas, and authorized staff. Conducts or participates in remote site inspections and assessments for regulatory applicability, and participates in program implementation where needed to achieve compliance.

Makes notations of any discrepancies or deficiencies identified during inspections and inventory, makes recommendations to lab owners on correct storage and labeling requirements. Makes recommendations on corrective action to Environmental Program Manager as part of the development and drafting of audit documentation and corrective action plans. Ensures accurate documentation and tracking compliance during audits.
Compliance Documentation and Records Maintenance 35
Prepares documentation related to tracking of corrective actions and trends in compliance audit results and performance. Conducts follow-up activities, such as documenting, tracking, training, educating, labeling, storing, and purging of controlled materials and substances in support of established corrective action implementation.

Participates in development and revision of Waste Program Standard Operating Procedures as well as development of Waste Program training, and training materials for faculty, staff and students. Acts as resource for campus customers on matters related to hazardous waste safety, accumulation and storage.

Oversees the hazardous waste management facility and EH&S warehouse to ensure safe operations and continuous flow of materials through the facility to the appropriate final disposition. Maintains appropriate records and tracks activities related to the hazardous waste management facility and EH&S warehouse.

Supports audit efforts by assisting in the audit process as well as carrying out all corrective action items that are generated by any audit findings. Works with EH&S team members and other specialists to survey laboratories for waste management practices. Evaluates design, maintenance, and work procedures in the teaching laboratories. Participates in the UC Hazardous Waste Action Group.

Collaborates with other EH&S staff in the development of technical documents including Environmental Programs standard operating procedures, program documents, and guidance documents. Collaborates with other EH&S staff in the development of environmental compliance training.

Provides environmental compliance training for campus staff. Provides general information to campus personnel regarding environmental compliance procedures, compliance status, and if necessary, actions to comply with environmental regulations.

Maintains various reporting systems and provides compliance and data analyses as required. Ensures accuracy of tracking systems for all chemical inventory, controlled substances, hazardous waste, and storm water compliance on campus using electronic tracking and mapping systems (such as GIS/GPS). Updates and makes changes to electronic tracking systems as needed.

Implements and maintains compliance tracking database programs and performance recordkeeping systems. Maintains Environmental Programs files and records. Develops content for, and updates Environmental Programs webpages.
EH&S Department Support 10
Participates with other members of the Emergency Response Team to develop and improve EH&S staff readiness to respond to hazardous materials incidents. Responds to emergency situations during or after hours as necessary for the purpose of resolving immediate safety/security concerns related to hazardous materials. Maintains necessary supplies for waste operations and emergency response team operations. Coordinates maintenance of emergency response detection equipment with Industrial Hygiene program personnel. Ensures proper repair and maintenance of all waste operations related equipment.

Participates in UC workgroups and campus committee meetings. Attends meetings, workshops, training, and seminars for the purpose of conveying and/or gathering information required to perform job functions.

Performs other duties as assigned.
Storm Water Permit 10
Conducts storm water public outreach and education activities; distributes public outreach materials. Conducts data collection for air permit, storm water, and other environmental compliance related requirements. Storm water tasks and activities will increase throughout the 5-year Phase II Small MS4 permit cycle 2013 through 2018.

Minimum Requirements

Bachelor's degree in environmental sciences, chemistry, biology or closely related science and three years of practical work experience with chemical and controlled substance reporting, documenting, tracking and monitoring inventories; and/or experience working in Environmental Health & Safety Programs, or an equivalent combination of experience, training and/or education.

Demonstrated experience with hazardous waste and knowledge of the associated regulatory requirements for hazardous waste management. Knowledge of chemical compatibilities and hazard classifications and the ability to interpret safety data sheets.
