Position Purpose

As a member of the Student Affairs central office and under the general supervision of the Chief Finance and Administrative Officer (CFAO), provide complex administrative, human resource, and financial/budgetary supporting 41 departments and approximately 1,500 Career FTE. Coordinate all personnel actions regarding recruitment, classification, equity, and retention to ensure compliance with federal, state, and campus regulations. Perform complex budget/resource analysis, including retrieving data from campus systems, organizing and validating data, and preparing reports. Oversee contract and grant management for the Student Affairs organization.

Additionally, this position provides periodic backup and office support to the Vice Chancellor in tandem with the Executive Administrative Assistant.

Personnel Analysis & Administration 50
Serving as the organization's Human Resource Coordinator for HR systems, coordinate all personnel actions for recruitment, reclassification, equity, and retention within the guidelines, regulations, and policies set forth by the organization's Internal Operating Procedures, campus policy, and state/federal regulations.

Provide consultation regarding recruitment processes and strategies to over 40 departments within the VCSA organization using a variety of resources to ensure and enhance our applicant pool. Review all recommendations for hire ensuring equity and fairness.

Review all requests for classification, equity, and retention and make recommendation to CFAO for final approval ensuring equity, past practices, internal procedure,s and regulations are in line with recommendation. Compile comparison data from campus data warehouse and outside market resources to support recommendations.

Provide training presentations and advice, when necessary to Student Affairs system users. Serve as liaison to the campus Human Resources department in reviewing all HR actions.
Budget & Fiscal Analysis 30
Under the direction of the CFAO, perform complex budget and resource analysis including forecasting, retrieving data from campus financial or personnel systems, organizing and validating data to prepare comprehensive reports related to budget, financial management, or personnel actions.

Financial:Design and produce monthly fund reports with investigator summaries that accurately represent the activities of the accounts for all contract and grants. Maintain central information systems by entering timely updates to ensure fiscal integrity. Ensure compliance with external and internal agencies in the administration of fund sources, reviewing all financial documents for appropriateness of expenditures. Assist in preparing and/or advising departments with supporting documentation related to allocation and expenditure of supplemental funding. Responsible for meeting University fiscal closing deadlines. Review Annual Business Reports (ABR) for submission reviewing any discrepancies with CFAO and department heads.

Budget:Conduct responsible and complex campus-wide budget analysis including budgetary planning for ongoing review and/or budget presentations and requests. Perform detailed budgetary analysis of departmental requests, and of program and budgetary proposals, and formulate recommendation for budgetary allowances. Assist in preparation of campus budget requests and/or reductions as deemed appropriate.

Staffing: Primarily responsible for Student Affair's staffing process; work directly with departments to ensure staffing reports are balanced and accurate on a monthly basis. Serve as primarily liaison between departmental staff and Resource Planning & Budget to resolve and staffing issues within the constraints of reporting deadlines.
Contract and Grant Analysis 15
Develop, document, and implement internal contract and grant (C&G) financial management procedures as directed by VCSA management and campus guidelines. Meet with department representatives (C&G Analyst and/or department heads/Principle Investigators) to address any issues related to fund management, tracking, and reporting requirements. Provide advice to departments regarding the financial management of C&G and mitigate problems and complex issues before they arise. Conduct annual reviews of C&G to ensure appropriate and reasonable fund management.

Ensure departments are adhering to the campus Proposal/Pre-award process via PAMIS eCAF. Assist in interpreting policy and regulations for, and provide advice to, departments regarding C&G issues. Stay abreast of C&G requirements for each granting agency (i.e. Gear-Up, TrIO, Americorp).
Office Operations/Support 5
Serve as backup to the Executive Assistant for the Vice Chancellor.

Maintain knowledge of campus department's responsibilities and programs.

Respond to questions and inquiries, keeping in mind complexities and confidentiality, possible conflict of interest, intentions, attitudes, etc. for walk-ins and phone requests from students, parents, faculty, staff, and the community.

Serve as purchasing backup for department acquisitions.

Prepare annual inventories as required fro Facilities and/or Equipment.

Other duties as assigned within classification.
