Position Purpose

Provide leadership in the management of financial, personnel, student affairs, administrative and research support infrastructure operations for the Biochemistry, Nematology, Plant Pathology and Microbiology, and Statistics Departments and Interdepartmental Graduate Programs in Microbiology, Applied Statistics (PhD), Biochemistry and Molecular Biology, Plant Pathology, Statistics (M.S.) Management and support services are also provided for the the Center for Conservation Biology and the Citrus Clonal Protection Program and their directors. The management functions are highly complex and diverse based on the following:

Permanent combined state budgets as of 7/1/13 - $6.2 million comprised of Instruction & Research, Organized Research and the Agricultural Experiment Station, and Cooperative Extension funds.

Combined expenditures during fiscal year 12/13 - $23.5 million total annual expenditures/ $12.8 million contract/grant expenditures from 378 discrete fund sources.

Total Employees on payroll as of 7/1/13: 397, this includes 53 Faculty positions.

Essential Functions

Financial Management 40
Advise the Department Chairs/Directors concerning all matters pertaining to sound fiscal management. Make
recommendations for developing strategic and other long-range plans which would best achieve the teaching, research and
service missions of the departments served. Respond to fiscal requirements from the CNAS Dean's office and the
campus; develop budgets to allocate departmental resources; monitor departmental budgets. Assist in setting
departmental priorities; ensure compliance with requirements of federal, state and other agencies, Develop procedural
and implementation of guidelines to effect required changes.
1 . Develop and monitor departmental budgets;
Analyze allocation of departmental resources, both current and historical. Solicit information about long and
short range goals. Develop projections for permanent and temporary budget requirements. Review monthly,
quarterly and annual goals. Develop procedures for tracking budget variances. Develop appropriate reporting
methods. Analyze and monitor budgets for departmental recharge units, Disseminate financial reports to
Department Chairs/Directors, CNAS Dean's Office and others as required. Use current technological tools to
develop new business systems to improve service and efficiency.
2. Administer extramural funding activities:
Provide leadership and supervision in the application for and administration of contracts and grants. Ensure UC
audit requirements are followed. Develop and supervise procedures to ensure adherence to terms and conditions
of awards and maintenance of records. Act as departmental liaison with the CNAS Dean's Office and Office of
Research Affairs. Use technological tools to automate and facilitate the budget preparation process and the
processing of funds for multiple granting agencies.
3. Develop procedures for compliance with internal control guidelines:
Monitor and periodically modify internal control guidelines to ensure departmental assets are adequately
protected from loss. Serve as the departmental liaison with the CNAS Dean's Office and Office of Audit and
Advisory Services.
Business and Administrative Operations 30
Provide leadership and oversight for all departmental business and administrative operational functions.
1. Student Services Administration:
Provide leadership and oversight of departmental activities supporting the undergraduate and graduate programs.

2. Facilities Administration, Management and Space Utilization:
Provide leadership in the formulation and implementation of standards for effective utilization of space and facilities. Contribute to the redesign of office, service, classroom or laboratory facilities. Oversee the development of deferred maintenance projects. Oversee and coordinate projects for renovation of existing facilities and contribute to the design of new facilities. Serves as departmental contact for renovation and construction activities involving outside contractors, Campus Planning, Design and Construction, and Physical Plant. Represent Department at facilities meetings. Estimate need for new equipment and contribute data and justification for new and replacement equipment.

3. Management of Recharge/Sales and Service Activities
Oversee management of financial services of recharge and sales/service activities. Advise and consult in connection with the development and update of applicable rates. Formulate and implement billing procedures. Establish procedures to protect assets. Advise those involved regarding policy and procedures and budgetary matters. Oversee the design and implementation of systems that provide data for cost analysis and measuring performance.

4. Environmental Health and Safety: Provide leadership and supervision in the administration of environmental and occupational health and safety policies. Formulate and implement policies and procedures that comply with federal and state laws on health, safety, and environmental protection. Analyze measures for accident protection and recommend procedural changes, safeguards for prevention and conflict resolution.

5. Campus Service:
Participate in the re-engineering and redesign of campus business and administrative processes as requested, and serve on other college, campus and departmental committees as requested.
Human Resources/Personnel Management 30
Serve as departmental liaison with the CNAS Dean's Office, College Personnel Service Center, campus Human Resources Department and Academic Personnel Office, Ensure Compliance with all labor and personnel guidelines. Manage and supervise department staff.
1. Manage and supervise administrative staff:
Develop staffing requirements based on changing needs and priorities, modifying the delegation of duties and organizational structure as required. Set administrative priorities based on requirements of the Chairs/Directors, individual faculty, College guidelines, University policies and requisite internal controls and generally accepted accounting principles. Supervise, counsel and evaluate departmental staff. Develop and implement individualized training and professional development programs. Establish standards that effectively measure performance, and develop procedures that ensure accountability. Establish a work environment that complies with federal and state laws and UC policies. Advise the Chairs/Directors and faculty on human resources/personnel matters.

2. Coordinate academic personnel actions:
Provide leadership and supervision for activities related to academic personnel. In conjunction with College Academic Personnel Unit, formulate and implement procedures to assure adherence to policies and procedures in the Academic Personnel Manual and the Call for merits and promotions, with strict adherence to deadlines. Advise the Chairs/Directors and faculty on academic recruitment, appointment, merits and promotions, termination, faculty conduct, rights and privileges, salary administration and benefits. Develop procedures to maintain the integrity and confidentiality of all academic matters. Oversee departmental interaction with CNAS Dean's Office and campus Academic Personnel Office.

3. Coordinate non-academic personnel actions:
Interpret and disseminate current policies about non-academic personnel. Provide guidance to supervisors and employees on hiring, salaries, benefits, promotions, layoffs, and disciplinary actions. Formulate and implement procedure to assure adherence to applicable policies and procedures, including those of bargaining agreements.
