Position Purpose

The College of Natural and Agricultural Sciences (CNAS) Senior Superintendent of Facilities and Safety reports and works under the general direction of the College Facilities Planner and Safety Coordinator managing CNAS facilities in support of teaching and multidisciplinary research programs. The incumbent functions within a centralized college unit, the Facilities and Safety Workgroup, to respond to facility and safety needs across the college. This position provides oversight of operations, projects, space utilization, laboratory instrumentation layout, and facility and environmental safety compliance for the multifaceted, highly specialized research laboratories, technical recharge facilities, instrumentation facilities, teaching laboratories, greenhouses, machine shops and offices. The College is assigned approximately 1,120,000 square feet of space in 240 buildings, housing 1,900 employees.

Essential Functions

Environmental Health and Safety 45
Monitor safety for the college, including compliance with facility and laboratory safety requirements. Provide support to departments in all safety areas to ensure that safety requirements are satisfied. Assist Lab Safety Officers (LSO) in development, implementation, and management of emergency response planning, waste management, and safety programs.

Work with department emergency management personnel to ensure required training for faculty, staff and student employees has been identified and completed; building forms, plans and checklists are updated and approved; and laboratory and research plans, manuals, assessment and Standard Operating Procedures (SOPs) have been updated and remain current.

Advise and assist Primary Investigators (PI's) and CNAS administration with safety compliance--selection and use of Personal Protective Equipment (PPE), safety and training, signage, safety plans, including Chemical Hygiene Plan (CHP), Injury and Illness Prevention Program (IIPP), and Emergency Operations Plan (EOP), and reporting, including chemical inventories and injury. Assist with and attend College Safety Committee meetings.
Facilities Operation and Maintenance 40
Assist in the development of plans for renovation of research space giving consideration to the specific research discipline and the application of physical and safety standards and guidelines. Implement projects from planning to occupancy, overseeing and coordinating projects with researchers, campus providers, contractors and Physical Plant during the construction phase, including providing hands-on work when required. Fabricate and repair systems and equipment.

Analyze cause of facilities malfunctions and make decisions regarding corrective action. Initiate and manage the development of planned, preventative and deferred maintenance projects to improve operations of mechanical, electrical and structural systems. Review specifications and research specific problems involving old and new building equipment and materials. Remain current with changing technology, adopting a continuous growth approach to getting the job done.

Responsible for efficiently managing energy consumption of facilities, including monitoring, identifying short and long-term efficiency improvements and working with researchers and Physical Plant to maximize total facility energy savings.

Manage scheduling of work and meet project timelines while improving college flexibility to deploy resources to focus on its highest priorities. Supervise maintenance personnel assigned to unit.
Space Utilization 10
Coordinate with faculty and staff to plan and execute modifications to existing space, which is necessary to enhance the research, teaching and administrative mission of CNAS. Monitor project phases, ensuring that college needs, policies, design intent, schedule and budget are met.

Organize and coordinate the relocation of laboratories and office space, including provisions for building services (HVAC, power, lighting, and telecommunication), office furnishings and equipment; and determining needs, specifications, and costs.

Monitor conditions of CNAS space and take appropriate action to ensure the safety and functionality of space, including consolidation of groups and relief of overcrowding. Plan, organize, facilitate and coordinate PI's and staff occupancy of new and renovated space. Advise College Dean's Office, Departments, managers and others involved and affected of anticipated moves and keep apprised of progress.
Supervision 5
Oversees facility compliance on a daily basis, providing specialized training and guidance on performance standards, safety practices and University policies and procedures.

Posted Minimum Requirements
1. Graduation from college with a major in business administration, architecture, landscape architecture, engineering, or related degree and six years of progressively responsible experience in management of physical plant operations; or an equivalent combination of education and experience.
2. Experience in the principles and practices of project planning, including facilities and equipment management.
3. Ability to manage all phases of renovation and maintenance of facilities in a research environment, overseeing a variety of long and short term projects simultaneously, and to read and understand construction documents; and knowledge of construction terminology and methods.
4. Knowledge of building safety requirements, and safe work processes and practices for a research environment.
5. Ability to recognize problems and analytical skills to develop potential solutions, implement appropriate solutions, and evaluate progress and results.
6. Ability to effectively communicate technical concepts to a diverse audience.
7. Ability to exercise sound judgment and sensitivity to issues of policy and process.
8. Skill in working as part of a team, collaborating with colleagues and supervising staff.
9. Ability to manage budgets, and to forecast expenses.
10. Demonstrated skill in using computer applications, including word processing, spreadsheet, calendar, email, and web-based applications on a PC in a Windows environment.
Posted Preferred Qualifications
1. Experience and knowledge in safety coordination at a large research university.
2. Knowledge of environmental and occupational health and safety practices; knowledge of legal aspects of risk management for environmental health and safety issues; working knowledge of California Division of Occupational Safety and Health, California Environmental Protection Agency (Cal/EPA), and other California state regulatory agencies.
3. Knowledge of safe work practices for a research environment as described in the Injury and Illness Prevention Program (IIPP), Chemical Hygiene Plan (CHP) and emergency planning guides developed by Environmental Health & Safety (EH&S).
4. Experience in handling a broad range of hazardous chemicals, radioactive materials and biological waste.
5. Experience with federal, state, and local health and safety regulations.
6. Technical knowledge of maintenance and repair of growth chambers, controlled environment equipment, greenhouse operations, and research instrumentation.
7. Experience training or instructing individuals.
8. Relevant experience in the University of California system.
9. Knowledge of UC policies, procedures and management systems, and familiarity with UCR campus.
