Position Purpose

Under the general direction of the Assistant Vice Chancellor for Capital Asset Strategies (CAS), the Director of Capital Asset Management is responsible for providing executive leadership in planning, organizing, and directing the Capital Asset Management Unit; supporting campus and CAS division initiatives to create spaces needed to achieve the vision of current campus leadership; and performing a variety of consulting services for executive management and campus clients, including development of financial models, feasibility studies, alternate scenarios, and real estate services. The position provides general direction for campus real estate functions, and collaborates closely with other capital-related units to realize campus and division objectives.

Administer Capital Asset Management Services 60
Administer capital asset management activities and operations, including development of major initiatives, in consultation with campus leadership. This includes identification of relevant issues related to the prudent management of strategic on-campus and off-campus real estate assets; consultation with constituent groups, industry representatives, and/or stakeholders; and application of appropriate standards for the use of on-campus and off-campus space, within the overarching framework of campus and system-wide policies and procedures, as well as other legal and regulatory requirements, including environmental, accessibility, and sustainability.

Specific services and activities of the Capital Asset Management unit include, but are not limited to:
- Leasing Services (including negotiation of leases, coordination and execution of lease documents, management and monitoring of leases, and associated processes and approvals)
- Licensing Services (including negotiation of licenses, coordination and execution of licensing documents, management and monitoring of licenses, and associated processes and approvals)
- Real Property Acquisition/Transfer/Disposition Services (including due diligence, negotiations, requests for proposals, easements, and right-of-way agreements, for property donations, leasing and licenses, and associated processes and approvals)
- Public-Private Partnerships (including feasibility and options analysis, procurement, negotiations, and execution of agreements, leases, licenses, donations, acquisitions, transfers, or disposition of real property for such projects, and associated processes and approvals)
- Faculty/Staff Housing Services (including leases, mortgage program, rental property management, and associated processes and approvals)
- Real Estate Analysis, Studies, Inventories, and Tools (including advanced planning and analysis for complex leasing and licensing transactions, and various financial models and feasibility studies)
- Space Utilization/Management Services (including space inventory, space allocation, relocations, and associated processes and approvals)
- Facilities Management System (FMS) (including integration with Capital Projects Management System (CPMS), Environmental Health & Safety (EH&S) databases, telecom and other utility databases), used for management and reporting purposes for on-campus, system-wide and with external agencies
- Geographic Information System (GIS) Analysis (including integration with FMS, analysis, and reporting to address needs of a wide range of stakeholders at both UCR and UC system levels)
- Space and GIS Studies, Inventories, and Tools (including the upcoming Space Utilization Survey, GIS Utility Survey, and various financial models and feasibility studies)

Provide executive leadership related to the procurement and executive of a variety of consulting services agreements related to the above services and activities, as needed.

Provide leadership and oversight to the Leasing/Licensing, Real Property, Partnerships, Faculty/Staff Housing, Space Utilization/Management, and Geographic Information Systems functions within Capital Asset Management.

Under the guidance of the Assistant Vice Chancellor (AVC), lead implementation of the Capital Asset Management unit's talent management strategy by establishing performance goals, metrics, and measurements that assess the effectiveness of its people, processes and systems towards achieving the University's mission of an integrated, multi-disciplinary, and comprehensive capital project planning, development, and delivery process that is aligned with campus strategic objectives. Recommend personnel actions for directly supervised staff to the AVC for consideration and action.

Support the AVC in development of the annual and long-range operating budget, and staffing plan, for the Capital Asset Management unit, in alignment with University goals and objectives. Continually assess campus, UC system, and external factors that may necessitate potential shifts in the Capital Asset Management unit's annual and long-range operating plans.

Serve as a key resource and advisor to the AVC and the Vice Chancellor for Planning & Budget (VC - P&B) on all University initiatives related to capital asset management (e.g., real estate, leasing, and licensing) to achieve the strategic goals of campus leadership.

Perform special projects and represent the University on assigned committees and boards, as requested, subject to approval of the AVC or VC - P&B, as applicable.

Form strong working relationships with campus leadership and with other departments and divisions having responsibilities related to acquisition, development, leasing, or other management of University facilities, including Capital Asset Planning, Architecture and Engineering, Environmental and Health Services, Student Services, Housing and Dining Services, and Physical Plant, among others. This includes support of current and on-going process improvement initiatives (e.g., Capital Programs "Future State" Project).

Review and recommend policies and procedures to accomplish campus and CAS division goals and objectives.

Posted Minimum Requirements
Education and Experience: Bachelor's degree in Real Estate, Finance, Business Administration, Public Management, or related field, and ten (10) years of recent, progressively responsible relevant experience in real estate, project construction, government, higher education, or related industry; or an equivalent combination of education and experience.

Contracts Management Experience: Prior senior management role(s) managing projects, ad hoc analysis, and reporting; application of commercial real estate practices and law to lease contract development and interpretation; application of principles of real estate leasing, licensing, purchase and sale, ground leasing, and finance.

Operations Management Experience: Demonstrated track record developing and monitoring strategic and operating plans, and the associated financial and management models and budgets, for managing projects and operations, including needed analysis and reporting. Ability to design effective performance measures for teams, processes, and services, and use the results to help shape successful working environments and forecast staff requirements.

Knowledge of real estate law, relevant regulations, and requirements related to commercial real estate practices, including lease contract development; requirements and processes to satisfactorily meet government reporting requirements for financial activities (e.g., Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards, etc.) pertaining to the accountability and stewardship of university resources; business processes and controls related to capital asset and real estate management; and features of relational database and web-based applications.

Analysis and Communication Skills: Broad range of communication skills (verbal, written, formal presentations) needed to shape and advance management initiatives, and to build alliances and partnerships; skills needed in analyzing policy issues to form solid recommendations.

Demonstrated ability to plan, assign, supervisor, review, and participate in the technical activities of appraisal, acquisition, negotiation, and investigation related to University real property interests; learn basic capital asset enterprise systems (e.g., Primavera, Archibus, Facilities Management System, Computer Aided Design (CAD), and Geographic Information System (GIS) programs).

Master's degree in Business Administration or related field and/or a professional certification.

Knowledge of UC budget and accounting policies.

Construction industry experience in a university or public sector environment and knowledge of relevant regulations and requirements (e.g., Governmental Accounting Standards Board (GASB), Office of Management and Budget (OMB) Circulars).

California real estate salesperson's or broker's license.
