Position Purpose

Under the direction of the Assistant Director of Operations, the Energy and Sustainability Manager will lead and implement a wide variety of activities related to energy, water monitoring, energy efficiency, analysis and planning, renewable energy, sustainability reporting, LEED certification, project implementation and creative solutions to complex multijurisdictional energy and sustainability challenges. The ultimate goals are to:

1) Decrease energy cost by ensuring all Housing Dining and Residential Services building mechanical, electrical, water and gas systems are functioning in the most efficient manner while meeting the needs of the occupants, staff and management.

2) Operate facilities in a sustainable manner meeting occupant and building use needs with minimal impact to the natural environment.

Essential Functions

Building Energy and Sustainability Management 50
Meter, monitor, manage, test and maintain all Housing Dining and Residential Services energy systems including; water, electric, gas, solar and mechanical. Develop policies, procedures and solutions to ensure Housing Dining and Residential Services operates facilities in accordance with related codes, UCOP Energy and Sustainability Policy, Title 24, LEED standards and energy and sustainability best practices. Identify areas of opportunity for renewable energy project development. Maintain LEED certification on existing buildings. Assist in development and planning of new LEED projects. Provide new building design input and review of all energy, water efficiency and sustainability retrofits. Oversee building commissioning and retro-commissioning, interface with facilities and field technical staff to improve building operations. Provide expertise and advice in the reduction of HDRS resources and consumption. Develop, implement and evaluate comprehensive sustainability programs and supervises pilot projects to expand sustainability for facilities.
Programming and Database Management 30
Program automation systems to measure and log data related to energy management and sustainability needs. Program, manage and adjust set-points on building automation systems. Develop database to capture and log meter information related to consumption. Ensure metering systems are well calibrated and maintained for accuracy. Track information for LEED certifications. Develop metrics to log and measure performance goals of building systems including but not limited to; variable frequency drives, motor controls, thermostats, pumps, compressors, electrical loads, lighting, boilers, chillers, HVAC equipment and water fixtures.
Operations Support and Plan Review 20
Provides technical and economic analyses of energy and water saving projects. Provide input to new building, retrofit and repair designs, and master specifications related to sustainability aspects of mechanical, electrical, plumbing, building envelope, sustainable materials and procurement practices. Prioritize work, provide recommendations and work collaboratively with University departments such as Physical Plant, Architects and Engineers, Environment, Health and Safety.

Posted Minimum Requirements
1. Bachelor's degree in business administration, architecture, landscape architecture, engineering, or related degree and three years of progressively responsible experience in management of physical plant operations; or an equivalent combination of education and experience.

2. Proven knowledge of building automation system software maintenance and data management techniques. Expertise in U.S. Green Building Commission guidelines as well as understanding of general policies and procedures in the areas of design and construction.

3. Extensive content knowledge in energy, energy efficiency, and project management and ability to deploy instruments for diagnostic protocols to document energy savings and operational improvements of significant duration.

4. Understand design criteria, specifications, drawing, equipment submittals, and sequence of operation, control algorithms, and other documents salient to functional verification of all building related systems.

5. Familiarity with monitoring based commissioning utilizing remote energy system metering with trend log capability. Familiarity with instrumentation, principles of measurements, procedures, techniques, certification standards, used in the air and water balance of building systems.

6. Ability to develop short and long range plans for campus sustainability and resource conservation. Ability to write clear and concise reports and correspondence and interact effectively with many levels of staff throughout the department and university.

7. Familiarity with UC sustainability requirements and reporting; building control systems, metering, data acquisition, and use of building data. Knowledge of all aspects of operation, maintenance, calibration, diagnosis and inspection of direct digital control (DDC) energy management and industrial systems to maximize energy conservation.

8. Ability to read and interpret architectural, mechanical, electrical, civil, plans, perform take-offs, and conduct field investigations to verify as-built conditions. Knowledge of operational and preventive maintenance procedures for EMS systems and components.

9. Excellent interpersonal, oral and written communication skills. Ability to understand and compose clear and technically accurate specifications and instructions; interpret and assess non-technical communications pertaining to operational issues. Experience working with a diverse workforce, basic understanding of the principles of diversity management. Ability to work successfully in a team environment.

10. Applicant must have an Industry certification (such as Association of Energy Engineers, Certified Energy Manager and/or U.S. Green Building Council, LEED Accredited Professional). Hired applicant must pass a background check by the Department of Justice (DOJ) and possess a valid California Driver's License. Depending upon job assignment, an annual Department of Motor Vehicles (DMV) pull notice may be required if you operate a University vehicle.
