Position Purpose

Serves as Chief Financial and Administrative Officer for the Office of Undergraduate Education to include the University Honors Program, Academic Resource Center, UCDC/UCCS Program, Student Success Programs, Undergraduate Research, University Writing Program, and Summer Sessions and Special Programs.

Manages the development of annual financial plans and monitors expenditures. Coordinates the budget process to maintain sound financial conditions and compliance with relevant policies, procedures, and financial standards. Provides critical executive level support and consultation to the Vice Provost of Undergraduate Education on budgetary planning/management. Coordinates financial planning activities closely with the Office of Financial Planning & Analysis (FP&A). Provides strategic planning, policy development and implementation, management of human resources, management of information systems, and space planning. Responsible for the direction and oversight of all administrative support operations for the Office of Undergraduate Education. The management functions are highly complex and diverse based on the following:

* Approx budget - $15 million from multiple funding sources

* 58 staff; 55 lecturers; 56 TA's

Serves as the CFAO for the Office of Undergraduate Education. Manages and guides the operational structures and the utilization of resources across the control unit. Provides expert consultative services to the Vice Provost, Directors, and Business Officers in the formation of financial and operating plans, internal controls, and policy and procedure development. Responsible for creative solutions to complex financial issues within the constraints of UC and external agencies mandates. Develops, establishes, and implements the budget planning process. Ensures sound financial conditions, the integrity of financial reports, and compliance with relevant policies, procedures, and financial standards.

Provides leadership in developing long-range objectives for the Office of Undergraduate Education. Anticipates needs, identifies critical issues, performs or supervises research and data collection, obtains advice and input from university resources when necessary, and provides strategic direction and innovative approaches in problem-resolution. Prepares oral and written presentations to executive management.

Communicates with Unit Leadership to understand Unit goals and submits information for Financial Planning and Analysis (FP&A) to include in University Long-Range Plan;

Serves as point of contact for assigned Unit for UCR Project Management Office (PMO) regarding business process improvement activities;

Reviews strategic initiatives business cases (to address budget/forecast variances and/or process improvement efforts) and submits prioritized initiatives to UCR PMO and FP&A

Develops and administers the operating budget for the Office of Undergraduate Education, ensuring that resources support current and future strategic goals and plans. Oversees the budgetary planning/management processes and compliance, develops financial management reporting systems, and establishes financial policies and procedures. Oversees fiscal and budgetary matters in coordination with the unit business officers.

Finalizes Unit Level Operating Budgets (Revenue, Cost, and Central Strategic Support) with feedback from Unit Leadership and submits to FP&A to include in University Operating Budget;

Answers and resolves questions with Unit Leadership regarding Budget Call Letter assumptions, guidance, etc.

Serves as the main point of contact for FP&A regarding questions for Planning, Budget, and Forecasting processes assigned unit(s) and liaise between assigned Unit leadership and FP&A;

Oversees the preparation of monthly and quarterly financial management reports and manages the year-end fiscal close process.
Through delegation and personal action, oversees all business processes, including purchasing, travel, ledger reconciliation, allocations and transfers, equipment inventory, and cash management. Develops and maintains internal controls for fiscal administration. Provides policy analysis and reporting in support of Unit goals.
Human Resources, Administrative Management, and Facilities Management. 30
Responsible for human resources management including organizational design, employee selection, performance management, employee relations, and internal operating policies and procedures. Evaluates all requests for new staff positions and reclassifications to ensure equity; makes recommendations to the Vice Provost, when appropriate. Oversees annual process for staff incentive awards and professional development. Holds quarterly meetings of the unit managers to discuss administrative matters.

Develops short- and long-term plans for space utilization and for acquisition of additional space. Provides oversight for the physical maintenance of the space.

Management responsibility for administrative and instructional technology operations including computer laboratories. Responsible for the development, implementation, operation and internal controls of financial and administrative computer applications. Understand the operation of computer applications and systems and the use of technology as a strategic resource. Integrate computer technology and applications with overall systems and networks, including the UCR Financial System. Plan for hardware and software acquisitions.

Represents the Office of Undergraduate Education on campus wide committees and workgroups dealing with fiscal, budgetary, human resources, and other administrative issues of campus wide significance.

Coordinates space planning and renovations for the Office of Undergraduate Education.
Office Management. 20
Oversees the development and implementation of effective systems for the Office of Undergraduate Education related to scheduling of staff, integrity of security protocols, enhancement of information systems, maintenance of calendars, and the processing of mail. Responsible for emergency planning, including participation on the campus emergency preparedness task force.


Minimum Requirements

Master's Degree in a related area (MBA preferred) and demonstrated progressively responsible experience in financial administration in a management capacity; or equivalent combination of education and experience.
Demonstrated leadership experience in strategic planning, policy development, forecasting, resource analysis, and budgeting to meet unique goals.
Demonstrated experience in quantitative analysis and fiscal projections.
Demonstrated experience in finance and accounting practices and procedures in a management capacity.
Knowledge of business and accounting operations in a large, complex, multi-faceted organization.

Experience in overseeing and implementing policies, procedures, and systems for office operations.
