Position Purpose

Directs the operations and program planning for healthcare clinics and / or centers; develops plans to optimize practices and resources, people, space, time and equipment.

The Executive Director and Chief Operating Officer, UCR Health is under the direct supervision of the CEO, UCR Health & Senior Associate Dean for Clinical Affairs for the UCR School of Medicine (SOM). This position directs the administrative, financial, and operational activities of the clinical care services of the UCR SOM clinical enterprise known as UCR Health. The position collaborates with the UCR SOM clinical departments in supporting medical practice in the clinics and both outpatient and inpatient service areas of the health system.

This position will be a key contributor in building the clinical practice with the establishment of practice sites spanning Inland Southern California regions including the Coachella Valley, Riverside Metro, San Bernardino County, and Southwest Riverside (Temecula/Murrieta) regions. This includes hiring physicians, developing and outfitting practice sites, implementing managed clinic staffing and operations, building business models/plans and pro formas. The operating budget, revenue streams and clinical practice sites are expected to expand at a rapid growth trajectory over the next several years.

Analyzes functionality, quality, and efficiency of information systems from a best practices standpoint. Creates and utilizes analytics to track and assess clinc performance. Proposes modifications or new systems as needed.

Develops and implements patient service standards and metrics, based on best practices. Develops managers to create a workplace culture with a focus on service excellence and employee empowerment for creativity, efficiency, engagement, quality of care, ingenuity, safety, and innovations in operations.

Develops processes and analytics to assure viability of existing programs and practice patterns, and optimize productivity, Reviews and approves proposals for operational performance improvement projects that impact marketability and service.

Ensures internal policies and external regulations are followed across the clinic organization in regards to billing and coding practices and cash handling.

Responsible for the overall direction and management of clinical services working with the Chief Medical Officer, Clinic Managers, Medical Directors and the appropriate Clinical Chairs.

Partners with leadership of Human Resources, Information Systems, Finance, Hospital Affiliates and other institutional service departments to maintain appropriate support services for clinical services. Ensures that all clinical services are compliant with Joint Commission and all other regulatory requirements.

Provides direct supervision of the provision of health information management and release of information;
monitors patient access metrics, volume metrics and provider session fulfillment and session patient scheduling templates; works with clinic managers, medical directors, and physicians to improve access, patient satisfaction, clinic workflow and corrective action plans when indicated.
Financial Management / Strategic Planning / Space Management 25
Designs and oversees a financial process that provides a comprehensive view of current and forecasted clinic performance, to include revenues, costs, industry trends and reimbursements. Ensures an infrastructure for central coordination of the clinics and/or centers financial operating budgets. Reviews and approves fiscal planning proposals for new programs and budgets.

Collaborates with UCR Finance to support fiscal administration and integrity of clinical services. Develops the annual budget for clinical services and establish long-range projections and financial plans. Ensures patient charge capture and reconciliation systems for clinical services.

Directs the clinical and operational functions and staff. Recommends allocation of staff, space, equipment, and other resources to optimize the delivery of clinical services. Oversees implementation of quality improvement plans. Ensures compliance with internal policies and external regulations.

Reviews and approves proposals for facilities expansion, satellite development, construction, space planning, capital equipment requests, and staffing needs. Researches and prepares proposals for expansion, satellite development, construction and space planning.

Responsible for the effective deployment of outpatient facility resources. Works with planning and facilities departments to develop and maintain the master plan for clinical care facilities. Manages assignment of space for clinical care services, overseeing allocation and utilization of available space. Operationalizes all newly built and renovated clinical space and works with the campus leadership to re-deploy newly available clinical space.

Partners with health system leadership in the development and implementation of a strategic plan for clinical services. Ensures that appropriate institutional strategies for patient-centered care are coordinated with clinical operations and programs.
Management of Clinical Staff 25
Oversees clinical staff hiring, training and development, performance evaluation and progressive discipline; Primary Care Clinic(s) administration; clinic staff, including facilities and other support personnel; these services may be directly provided by UCR and/or provided under contract by a Management Services Organization (MSO) provider.

Serves as the primary UCR SOM management liaison to any contracted MSO provider. Encourages and supports a culture which promotes excellence, collaboration, empowerment, accountability and most of all a customer service focus. Supports and mentors staff members who are contribute to the success of the operations.
