Under the general direction of the Associate Vice Chancellor, Human Resources, this position directs and manages employee and labor relations programs for staff, in addition to labor relations programs for academic personnel at UC Riverside. Serves as a consultant to management on various employee and labor relations matters and oversees and administers collective bargaining agreements and grievance resolution processes. Provides guidance to campus managers and supervisors and Employee on all matters concerning employee relations, including performance management and corrective actions. This position serves a critical role in supporting the Human Resources' strategic objective to deliver progressive programs and services to build and sustain an engaged, diverse, and highly competent workforce.

Minimum Requirements
Education and experience equivalent to a Master's degree in a related field, plus demonstrated progressively responsible experience in the field of labor relations in a supervisory capacity.
Demonstrated progressive labor relations experience working with labor unions and public sector collective bargaining.
Demonstrated progressive experience in grievance and complaint management , including arbitration.
Knowledge of HEERA, the Higher Education Employer-Employee Relations Act, and procedures of the Public Employment Relations Board (PERB).
Subject matter expertise in other employment and labor laws including discrimination, the Americans With Disabilities Act (ADA), Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), whistleblower protection and the agencies regulating those laws.
Demonstrated ability to write professional, analytical and narrative reports for a variety of audiences utilizing Word and PowerPoint and other software applications.
Exceptional interpersonal and communication skills to interact with all levels of within the university and external organizations.
Effective project management and organizational skills to develop goals and action plans, assess priorities and resource needs, and delegate responsibilities.
Ability to set and meet aggressive commitments to achieve objectives, manage multiple, diverse assignments/projects under time and workload pressures.
Demonstrated supervisory and management experience.
Hired applicant must successfully complete a background check through the Department of Justice.
