Position Information

University of California, Riverside has excellent opportunity available for a qualified Estimator/Planner. The Estimator/Planner will perform a range of planning and estimating for preventive maintenance, repair, alteration, and minor new construction of buildings and equipment on campus or in buildings. Prepares inspection guides and check-off lists to assure that appropriate scope of work is met; verifies that work is to specifications, if not, details deficiencies and make recommendations for necessary corrections and adjustments. Prepares drawings, sketches and cost estimates; interprets plans, blueprints, specifications, technical directives, and orders; prepares detailed job orders in connection with preventive maintenance, repair, alteration, and minor new construction of University facilities. Analyzes work to be accomplished in line with accepted trade practices, pertinent specifications, drawings, and sketches; and distributes work orders to various departments, contractors and key stakeholders.

Minimum Requirements

The successful candidate will have college education with a major in business administration, architecture, construction management, or related field; and five (5) years of experience at a professional level with emphasis on estimating and planning; or an equivalent combination of education and experience. The successful candidate will be able to demonstrate experience with standard procedures for administering construction contracts, including proper bidding methods, issuing change orders, awarding contracts and settling disputes. Knowledge of architectural and engineering concepts. Knowledge of construction scheduling and work sequencing. Knowledge of construction standards and codes including building safety, ADA, seismic and energy efficiency. Demonstrated knowledge of the phases of construction, methods and procedures including carpentry, electrical/fire alarm, plumbing, lock/hardware/security systems, sheet metal/welding, painting, and climate control (HVAC). Knowledge of ADA regulations and requirements as pertains to public and university buildings. Knowledge of estimating techniques using established engineered man-hour standards for all types of construction. Skill in writing technical specifications and special conditions for construction contracts. Skill in reading blue prints and doing take-offs.

Strong math skills, including the ability to reach solutions/make calculations using addition, subtraction, multiplication, division and percentages/fractions. Strong analytical and problem resolution skills. Ability to be flexible to shifting priorities, demands and timelines. Strong organizational skills to successfully complete multiple assignments with completing deadlines. Skill in working independently and effectively, following through on assignments with minimal direction and a fluctuating workload. Proven ability to resolve customer service issues quickly and tactfully and proven skill in listening, anticipating, and responding to the needs of customers to achieve excellent customer service measured by outcomes. Skill in communicating effectively with campus customers, contractors, and support staff both verbally and in writing, and in providing exemplary customer service. Superior verbal/written communication and presentation skills. Excellent interpersonal skills, including tact, diplomacy, and flexibility to interact and maintain working relationships with University administration, faculty and departments, private industry representatives, and governmental agencies, including skills to clearly communicate information to a broad variety of people in writing, in person, and on the telephone.

Proficient in Microsoft Office suite (Word, Excel, Outlook). Must be able to work with various software and web-based applications, such as Computerized Maintenance Management Systems (CMMS) and Capital Programs Management System (CMPS). Experience using drafting and flowcharting software such as AutoCAD and Visio. Ability to use telephone, two-way radio, computer, keyboard and number pad. Ability to sit or stand for long periods, walk variable distances intermittently over even or uneven surfaces. Ability to speak, hear and communicate effectively in a typical office environment. Ability to work indoors, or outdoors in variable weather conditions; ability to work with variable noise levels. Ability to drive vehicles, vans, SUVs,and light trucks around campus.

Successful applicant must successfully pass a background check through the Department of Justice and F.B.I. Must have a valid California Driver's License.

Preferred Qualifications

Knowledge of UC Policies and Procedures.
Familiarity with UCR campus.
